The primary purpose of this position is: To serve as the base Information Assurance Specialist who is the wing commanders authority and focal point for Information Assurance. Manages the communication-computer security (COMPUSEC) program Air Force Electronic Key Management System (AFEKMS) Emission Security and Information Assurance Awareness Programs.


Duties

  • Serves as the Wing Cybersecurity Manager. Applies Information Technology (IT) security principles methods and security products to protect and maintain the availability integrity confidentiality and accountability of information system resources and information processed throughout the systems life cycle.
  • Manages the Network Security Program. Implements and advises on IT security policies and procedures to ensure protection of information transmitted to the installation among organizations on the installation and from the installation using Local Area Networks (LAN) Wide Area Networks (WAN) the World Wide Web or other communications modes
  • Serves as the Communications Security (COMSEC) Manager for all cryptographic activities including managing the Cryptographic Access Program (CAP).
  • Administers the Key Management Infrastructure (KMI) program.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Recall to duty may be a requirement of this position.
  • Overtime and/or emergency overtime may be required.
  • Must be able to obtain and maintain a Top Secret Clearance.
  • Information Assurance Certification is a condition of employment. Incumbent must achieve certification within 6 months of assignment. A waiver of this requirement may be granted. Failure to receive the proper IA certification may result in removal.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program Employee must pass initial and periodic short notice drug testing.
  • This position is only open to current federal civilian employees within the Department of Defense (DoD).

In order to qualify you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Information Technology (IT) Management Series 2210 (Alternative A). Click here for the occupational requirements for this position.

SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail Customer Service Oral Communication Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes: Utilizing a full range of IT security principles methods regulations policies products and services sufficient to develop specifications to ensure compliance with security requirements at the LAN level and to plan and coordinate the delivery of an IT security awareness training program for end users at all levels at the installation. Ability to serve as the focal point for information security providing authoritative advice and assistance on complex technical controversial and precedent setting matters to improve the IT security program comprising many unique organizations and large complex computer and communications security systems.

EDUCATION:
have a Ph.D. or equivalent Doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science engineering information science information systems management mathematics operations research statistics or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications systems or networks. (NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS)

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

1. Knowledge of a full range of IT cybersecurity principles concepts practices products and services (including systems software database software immediate access storage technology) and methods for evaluating risk and vulnerability implementing mitigating improvement and disseminating IT security tools and procedures.

2. Knowledge of IT INFOSEC security requirements for certification and accreditation network operations and protocols systems testing and evaluation and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.

3. Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses data tampering and unauthorized system entry.

4. Knowledge of a broad range of telecommunications concepts and principles operating modes systems media equipment equipment configuration and related software systems processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g. espionage disruption of services destructive programs/applications) and procedures and methods for protection of systems and applications.

5. Ability to communicate effectively both orally and in writing.

6. Ability to develop and conduct training on information security.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
