PROGRAM COMPLIANCE SPECIALIST I

ENTRY LEVEL SALARY: $41255.00 - FULL TIME

OFFICE LOCATION: Dover

This non-State position is responsible for assisting with audits for various affordable housing programs. A significant aspect of the work involves the interpretation and application of state and federal rules regulations policies and procedures. Incumbents will keep abreast of frequent affordable housing policy and program changes at both federal and state levels. The incumbent works within Housing Management and assists with variousfunctions of the Section8/Public Housing/Rental Assistance Demonstration (RAD) applicant intake for the Waiting List and Program Compliance.


PRINCIPLE ACCOUNTABILITIES

  • Assist in review/audit applicant/resident files to ensure all documents are properly placed in the files so that the total error rate can be determined.
  • Assists with file preparation so program methods and procedures can be evaluated.
  • May assist with examining applicant/resident files to include mathematical computations of incomes resources and expenses relative to receipt or denial of assistance.
  • Make written telephone and personal collateral contacts with employers State and Federal agencies order to substantiate and/or supplement file information.
  • Processes information to include sorting coding entering modifying deleting filing and retrieving data; establishes new files and new filing systems; manages files; maintains control of data and conducts follow-up to maintain continuity of operationsand project activities; purges and disposes of data/records.
  • Establishes tracking and monitoring systems to sort and file dataof findings to include completion dates.
  • Attend staff meetings to discuss laws rules regulations and policy interpretations and revisions.

  • Knowledge of interviewing techniques to include the ability to obtain sensitive information.
  • Knowledge of the policies procedures and regulations of various subsidized housing programs.
  • Knowledge of recordkeeping procedures scheduling practices and reports preparation.
  • Skill in interpreting and analyzing data received from automated information systems.
  • Skill in verifying recording processing and compiling data accurately and resolving discrepancies in records.
  • Skill in operating a variety of office machines and equipment including but not limited to phones computers copiers fax machines and telephone systems.
  • Ability to learn how to use agency information systems. Ability to perform a variety of general office duties efficiently and accurately.
  • Ability to deal effectively with others
  • Ability to deal effectively with stressful situations.
  • Ability to develop recommendations for corrective action.
  • Ability to access data from automated information system.
  • Ability to work independently.
  • Ability to perform arithmetical calculations.
  • Ability to communicate effectively.


MINIMUM REQUIREMENTS
Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in document processing which includes reviewing and evaluating records for completeness and conformity with laws rules regulations standards policies and procedures resolve deficiencies interpret information and track and monitor activities.
  2. Six months experiencein determining compliance with laws rules regulations standards policies and procedures.
  3. One year experience in using an automated information system to enter update modify delete retrieve/inquire on data.
  4. One year experience in using standard computer software programs for word processing.
  5. Experience in data collection which includes collecting compiling and maintaining data from multiple sources such as files records databases customers staff or others.

THIS POSITION REQUIRES A VALID DRIVERS LICENSE AND SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND CHECK.
