This positionmanages the information systems and data resources that support the National Center of Excellence for Liquefied Natural Gas (LNG) Safety (Center)at PHMSAs new office site in Lake Charles LA.


Duties

As a Transportation Specialist you will:

  • Design develop and maintain data models dashboards and reportsfor the Centers information systems to support effective decision-making.
  • Collaborate with divisions and offices to gather data needs track key performance indicators and identify recommendations to enhance programmatic operations and information systems configurations.
  • Develop and manage automated workflow solutions and collaborative platforms to streamline business processes and securely store data.
  • Analyze data to identify trends and anomalies and present findings through clear visualizations and reports.
  • Provide guidance on business intelligence strategy data governance and effective use of analytics tools and technologies.

The Ideal Candidate is an entry-level professionalpursuing a career as a Transportation Specialist within the Office of Pipeline this role all duties will be under the guidance of a senior-level Transportation Specialist or Engineer providing the opportunity to develop the skills and expertise needed to advance to the next grade level.

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE:Federal applicants must have served 52 weeks at the next lower gradein the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300 Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

For the 2101 series specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled isrequired.

To qualify for the GS-09 on Experienceyou must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Supporting large multi-source data into clear actionable findings presented through interactive dashboards and reports.
  • Demonstrating gaining experience with various tools to create interactive dashboards.
  • Translating complex data into understandable information to support reliable reporting and analytics.
  • Developing skills in data quality checks validation and reconciliation to help ensure report accuracy and consistency.

To qualify for the GS-09 on Education aloneyou must have 2 years of progressively higher level graduate education leading to a masters degree or have been awarded a masters or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts provided with your application.

To qualify for the GS-11 on Experienceyou must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Describing experience translating large complex data sets from multiple sources into clear actionable insights through interactive dashboards and reports.
  • Leading advanced analysis and identifies certain insights in data sets to find correlations/trends.
  • Leading and develops documentation of data sets.
  • Communicating complex technical concepts in clear non-technical terms to leadership program staff and end users.

To qualify for the GS-11 on Education aloneyou must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts provided with your application.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

  • Reasoning -Identifies rules principles or relationships that explain facts data or other information; analyzes information and makes correct inferences or draws accurate conclusions.
  • Technology Awareness -Knowledge of developments and new applications of information technology (hardware software telecommunications) emerging technologies and their applications to business processes and applications and implementation of information systems to meet organizational requirements.
  • Database Management Systems- Knowledge ofthe uses of database management systems and software to control the organization storage retrieval security and integrity of data.
  • Research - Knowledge of the scientific principles methods and processes used to conduct a systematic and objective inquiry; including study design collection analysis and interpretation of data; and the reporting of results.

For all types of consideration experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional philanthropic religious spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience
