Duties include but are not limited to the following:

• The incumbent is responsible for the performance of the individuals within the department of Radiology. He/she recommends promotions reassignments or other status changes of assigned personnel. Resolves informal complaints of employees.
• The incumbent provides direction to personnel in managing their respective sections and offers advice and guidance in handling unique problems.
• Ensures the monitoring of all activities within the radiology sections and takes appropriate action as required to ensure efficient and effective operation.
• Advises employees of performance requirements and keeps them informed of their progress in meeting these requirements. Holds corrective interviews with employees regarding inadequate performance or conduct.
• Participates in the management of human resources for the department including selection promotion performance appraisal and award/promotion systems.
• Implements provisions of personnel management programs where well-established procedures exist such as EEO career development plans departmental policy and procedures award and incentive programs grievance processes and safety practices.
• Directs in-service training and radiologic student programs; ensure staff maintains a high level of skill and meet the minimum level of continuing education required for certification and/or licensure.
• Conducts monthly staff meetings with staff to exchange information and discuss staffing policy or procedure changes as well as medical center issues.
• Recommends action to the Chief Radiologist Diagnostic Imaging Service Imaging Program Administrator and Administrative Officer regarding purchases modifications and construction within the department. Provides technical information when requested. Assists in the planning of new construction projects.
• Directs and controls the purchase and inventory of radiology supplies.
• Serves on local VISN and national projects and committees as assigned.
• Participates in quality performance/improvement activities and ensures compliance with JCAHO requirement for activities under his/her area of responsibility. Quality assurance activities include image quality assessment and continual review and update of protocols and techniques.
• Coordinates the testing of radiology equipment by in-house engineers and/or outside manufacturers and health physicists. Coordinates the preventive maintenance program and service contracts for equipment within the department.
• The incumbent assists in preparing Capital Investment Proposals by gathering and providing data to the Chief Radiologist and Radiology Administrator. The incumbent will assist the Radiology Administration with the development interpretation and application of service policy budget and long-range plans.
• The incumbent works with the Radiology Administrator in developing administrative and operational plans when necessary to meet challenges deadlines priorities and increased productivity to improve the flow of work in services based on analysis of such factors as manpower equipment utilized workload and available resources.
• The incumbent has a primary role in designing long-range plans for the department including but not limited to construction new equipment recruitment of personnel as well as objectives of future needs of the Radiology Service.
• The incumbent collaborates with Senior Department Leadership in formulating and implementing administrative and operational policies and procedures for the Radiology Service. This includes personnel departmental space budget equipment construction updating equipment and oversees the Continuing Education Program for both clerical and technical functions within the section.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

• United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
• English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
• Certification-Documentation Submitted. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT) magnetic resonance imaging (MRI) or Mammography (M) duties performed independently as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated modalities that require advanced certification to support their continued development technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist
• Education-Transcripts Submitted. Completion of a full-time training course of at least 24 months in duration (or the 2 equivalent) in a post-high school diagnostic radiologic technology program evidenced by a certificate or an associate degree accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).

• Experience. At least one year of experience comparable to the next lower grade level that fully meets the fully demonstrates the Knowledge Skills and Abilities (KSAs) at that level. KSAs for the next lower grade level (GS-11):
  • Ability to develop and initiate new imaging services that apply current research findings.
  • Ability to participate as an instructor in the facilitys in-service clinical training findings.
  • Ability to interview and evaluate candidates for positions in the section and recommend appointments advancements or when appropriate disciplinary actions.
  • Ability to evaluate performance identify continuing education and training needs etc.
  • Ability to analyze organizational technical and administrative problems and to develop and implement solutions that result in efficient section operation.
  • Skill in participating in organizational facility initiatives workgroups and/or committees.
  • Ability to draft and/or recommend organizational policies and/or directives.

1. *Ability to perform the full range of supervisory duties including responsibility for assignment of work performed; performance evaluations; recommendations for appointments awards advancements and when appropriate disciplinary actions; and identification of continuing education and training needs.
2. Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases.
3. *Ability to participate in research studies and/or as a consultant to others conducting research.
4. *Ability to consult with staff and resident physicians through patient presentation attending ward rounds and specialty clinics and/or conferences etc.
5. *Ability to assess plan and evaluate the delivery of radiologic technology services at the facility.
