Under the general supervision of the Director Facilities Planning Construction & Sustainability the Manager Facilities Planning oversees the planning development and construction of new and existing physical facilities; coordinates and project manages new construction remodeling and renovation and professional staff as directed by contracts schedules and budgets.
Work is generally diversified requiring judgment analysis and decision-making according to established practices procedures and building codes. Ensures that compliance with state and federal regulations and engineering and construction codes are followed. Responsibilities include daily planning budgets design direction implementation and evaluation of department activities. Communication is continuous between the division industry partners specialized agencies and governmental regulatory bodies.

Characteristic Duties and Responsibilities

Facilities & Space Planning:Supervises and directs the planning analysis and review of both new and existing facilities and space. Oversees the preparation of project documentation including reports budgets shop drawings and required approvals. Facilitates the development adoption implementation and updating of a Facilities Multi-Year Plan to guide campus development. Guides and reviews all projects and space assignments in alignment with the Multi-Year Plan and established college standards.
Capital Project Management & Construction Oversight:Acts as liaison between contractors architects engineers Facilities Planning Operations and other internal stakeholders. Provides general oversight and resource support for all aspects of capital projects and general construction.Prepares capital project budgets general conditions budgets and detailed cost estimates.Supervises and assists in preparing project schedules RFPs construction-related state submittals and the Three-Year Plan.Provides monthly cost forecasting reports and projections to administration. Expedites change order (PCO & CO) costs and maintain updated change order logs.
Systems & Compliance Oversight:Ensures compliance and coordination for a wide range of systems including plumbing HVAC electrical data controls building automation security fire protection fire alarms ADA compliance AV systems and building code interpretations.Monitors and evaluates operations construction standards and job site practices for quality compliance safety and cost-effectiveness.Controls and monitors labor materials and equipment usage.
Policy Development Maintenance and Training:In partnership with the director formulates recommends and implements policies processes and procedures. Oversees the development and implementation of departmental operating procedures and ensures staff has appropriate training on these procedures. Facilitates the development of institutional standards for furniture finishes space planning and general construction. Guides and reviews procurement and project execution to ensure consistency with college-wide standards.
Fiscal and Budget Administration:Assists the dean with the departmental budget to ensure appropriate expenditures consistent with office needs goals and objectives. Monitors budget activity including attention to hiring training budget requirements implementation and collaboration with other departments.
Committee Participation and System Engagement: Participates in cross-functional committees and organizes reviews and debriefs meetings among stakeholders. Leads the cross-functional advisory team for student employee oversight and development including new employee orientation supervisory training and student employee on-boarding.
Data-Driven Decision Making and Continuous Improvement:Leverages data analytics to drive informed decision-making and fosters continuous improvement within the area of responsibility. Analyzes key performance indicators (KPIs) and relevant metrics to gain actionable insights and monitors performance measures aligned with organizational goals. Utilities data to inform strategic and operational decisions.
Applies continuous improvement methodologies (e.g. Plan-Do-Study-Adjust) based on data analysis promoting a data-driven culture and enhancing team data literacy.
Ethics and Confidentiality:Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles values truthfulness and accuracy in all actions. Addresses all student and employee behavior in a confidential and respectful manner.
Cross Functional Relationships and Collaborative Teamwork: Establishes maintains and enhances positive work relationships with students staff faculty administrators and external resources.
Leadership and Supervision: Develops and manages a high performing team that is highly skilled and motivates staff to remain focused on the delivery of quality and value-added services and allocates cross-functional responsibilities and work processes. Responsibilities include hiring coaching/mentoring performance management and progressive discipline as needed.
Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community colleges. Actively organizes and/or participates in applicable workgroups trainings workshops seminars committees and professional associations or conferences to promote continuous learning.
Other duties: Performs other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.

Qualifications

Compliance with all state federal and accreditation standards/requirements as well as all MATC policies and procedures.

Required Education & Experience: Bachelors degree in Architecture or closely related field and three (3) years of progressively responsible work experience as outlined in the description which includes three (3) years of staff supervision or one (1) year of staff supervision combined with an Emerging Leaders equivalency.
*(Staff supervision is the oversight of full-time staff including hiring coaching mentoring evaluating performance management discipline and termination.)

Preferred Education & Experience: Masters degree in Construction Architecture or relevant field; Prefer five (5) years of experience of progressively responsible work experience in higher education including more than three (3) years of staff supervision.
Preferred License/Certification:Registered Architect with State of Wisconsin.

  • HoursThis position Full-time 40 hours per work week. MondayFriday between the hours of 7:00 a.m. 5:00 p.m. * Work hours and location are subject to change based on department
