The primary purpose of this position is to serve as the primary point of contact to the Director Air Force Cryptologic Office for all administrative support programs such as task management drug demand reduction program health care program fitness program safety program visits and protocol management as well as being the civilian personnel liaison for all matters regarding personnel actions.


Duties

DUTY 1: Serves as the Divisions point of contact for a broad range of civilian personnel actions. Provides cradle to grave civilian personnel management. Provides every level of management with authoritative explanations of personnel-related requirements regulations and procedures while resolving operational problems involving all functional areas of civilian personnel and manpower. Stays abreast of current personnel issues and programs which may affect the organization and disseminates the information as appropriate.

DUTY 2: Provides cradle to grave recruitment advisory services. Provides advice to supervisors and managers concerning recruitment problems of limited scope by recommending one or more readily apparent alternative solutions. For example advises on the most productive recruitment strategies for filling particular excepted service positions; the possibility of filling hard-to-fill positions at developmental rather than target grade levels; or recommends the use of existing referral certificates.

DUTY 3: Serves as the visit and protocol coordinator. Schedules and coordinates to include but not limited to travel lodging transportation clearance transfers agenda compilation and private meetings for all visitors to the National Security Agency Washington (NSAW) and the AF Cryptologic Office (AFCO) for all distinguished visitors (military 0-6 and above government civilian equivalents and private sector officials).

DUTY 4: Prepares written correspondence and other documents. Writes a variety of documents and emails. Documents include scripts for briefings emails responding to inquiries from employees and supervisors and supplements to regulations and directives. Uses multiple office automation software with varied functions to produce a wide range of documents that often require complex formats such as tables within text editing and reformatting electronic drafts and updating or revising existing databases or spreadsheets.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • Must be registered for Selective Service see Legal and Regulatory Guide
  • Employee may be required to work other than normal duty hours to include evenings weekends and/or holidays
  • Shift work and emergency overtime may be required

  • Employee must successfully complete and maintain a positively adjudicated Single Scope CI Polygraph
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • The work is mostly sedentary. No special physical demands are involved. There may be some walking standing bending or carrying of light items
  • Work may occasionally require travel away from normal duty station on military or commercial aircraft

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the Professional work category are at the Full Performance work level and are equivalent to those at the GS-11 level. The selectees salary will be set within the grade equivalent to a GS/GG grade based on the selectees qualifications in relation to the job.

To qualify you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge skills abilities and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of principles concepts and methods of a management analyst for manpower and personnel processes and applies this knowledge in carrying out a wide variety of interrelated or nonstandard assignments to resolve a wide range of problems with manpower and personnel activities. Evaluating information concerning management processes draw conclusions and provide appropriate action regarding the appropriate manpower and personnel actions. Note: Creditable experience may include previous military experience experience gained in the private sector or experience gained in another government agency.

3 full years of progressively higher-level graduate education leading to such a degree

or

LL.M. if related

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts

AND

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
1. Knowledge of conducting studies and preparing reports. Knowledge of security practices for ensuring the safeguarding of classified information.
2. Knowledge of data base management systems requirements analysis and data manipulation and extraction techniques for use in manpower and organizational analyses.
3. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions function and work procedures.
4. Skill in gathering assembling and analyzing facts; identifying changes trends and problems; applying analytical and evaluative techniques; drawing conclusions; and devising solutions to problems or issues of a procedural or factual nature.
5. Ability to communicate effectively both orally and in writing to gain cooperation from others through tact courtesy and diplomacy.
6. Ability to access or locate information through the use of a personal computer and software programs in order to assemble and compose information for non-routine reports inquiries and technical correspondence and meet established deadlines.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS)
security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drugs use by employees in sensitive positions presents a clear threat to the mission of the Air Force national security and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504 Title V of Public Law 99-569 Intelligence Authorization Act for Fiscal Year 1987 as codified in Sec 1601 Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
