Job Summary

Summary

The primary purpose of this position is to provide leadership as a Supervisory Transportation Assistant in the management of the transportation staff. The position is responsible for assuring staff make the appropriate eligibility determination for transportation and beneficiary travel reimbursements for healthcare visits which requires an extensive knowledge of VA laws directives guidelines policies and procedures.


Duties

Duties include. but are not limited to:

  • Assures staff make the appropriate eligibility determinations for transportation and beneficiary travel reimbursements for healthcare visits. Modifies processes when needed and evaluates the ongoing operational flow of the Beneficiary Travel (BT) program.
  • Performs training for staff on a variety of transportation management and patient related software.
  • Collaborates with others for transportation workload forecasting scheduling design procedure development and quality improvement implementation.
  • Manages program operations to identify and define requirements for the use of automated systems when dispatching and routing drivers.
  • Promotes the enhancement and facilitation of access to transportation services including the integration and coordination of services.
  • Monitors for accurate timely and consistent information is entered in the Medical Centers database.
  • Develops adapts and implements policies and plans to support the mission of the Beneficiary Travel (BT) program.
  • Assists care lines and different services in the development of policies and procedures for workload management.
  • Directs in orienting and advising physicians residents and interns in VA regulations policies and procedures on transportation and Beneficiary Travel matters.
  • Initiates presentations and attends meetings with a variety of groups organizations boards and committees related to passenger transportation to promote coordination.
  • Maintains contact with clinical personnel and other staff in various clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing medical care.
  • Investigates patient complaints on travel eligibility issues and prepares written responses.
  • Establish in-depth training to ensure that MAS and other identified Medical Center staff are educated and accountable for data management as it relates to the Beneficiary Travel Program.

Work Schedule: Monday - Friday 7:30am - 4:00pm or 8:00am - 4:30pm. Subject to change based on the needs of the facility.

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/13/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Plan schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in the transportation program; analyzes several different clinical programs each representing a requirement for a distinctly different additional body of knowledge and for which this position provides administrative guidance and support in regard to patient transportation; drafts verbal and written communication; have the skills to perform complex return on investment and program effectiveness analysis; develops and implement local policies and functions in various clinical services to ensure patients receive access to care timely and safely; Operates as the Subject Matter Expert Center level concerning the Beneficiary Travel Program; and identifies problems gathers relevant data assesses the data develops and implements ideas for improvement and evaluates efficacy of improvements.

    Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: This is primarily a sedentary position but the work requires some walking bending stooping and carrying of light objects such as manuals documents etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.

    Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
