Position Description

Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Outbreak Prevention and Response Officer- multisectoral coordination and community health systemswill support Haitis effort to prevent detect and respond to infectious disease threats aligned with the US Department of States America First Global Health Strategy and Global Health security priorities in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The position will strengthen multisectoral collaboration and the integration of the polyvalent community health workers in surveillance early warning and community resilience.

The role supports the assessment design coordination and implementation of an integrated inclusive and operational approach to outbreak prevention detection and response aligned with national policies and the US priorities. The position supports implementation of evidence-based interventions consistent with the Multisectoral Health Framework approach.

Responsibilities

  • Support the direction of health promotion and outbreak response of MSPP (DPSPE) to assess and strengthen outbreak prevention and response capacities community surveillance and early warning systems at departmental and community level in line with Global Health security priorities.
  • Contribute to the identification and prioritizations of high impact public health threats with potential regional or cross-border implications using data-driven and risk-based approaches.
  • Support the development and implementation of practical cost-effective strategies and actions plans for local outbreak prevention and response tools such as WASH-FIT community-based surveillance and health information systems.
  • Lead the development of the national health promotion and evidence-based communication strategy.
  • Strengthening multisectoral coordination among human health and animal health local authorities civil society faith-based organization and private sector partners consistent with the Multisectoral Health Framework and US government global health security objectives.
  • Collaborate with CDC national training institutions to pave a way for the sustainability of the FETP program beyond U.S.G funding graduates integrations in the national system and the public sector.
  • Support the integration training and effective deployment of polyvalent community health workers and the field epidemiologist to enhance early detection reporting promotion and community level response to outbreaks.
  • Promote accountability transparency and result oriented programing using measurable indicators monitoring and evaluation frameworks and routine performance reporting.
  • Facilitate stakeholder consultations technical workshops and validation processes and support the dissemination of agreed strategies tools and guidance.
  • Contribute to evidence-based communication and community engagement efforts that promote preventive behaviors and strengthen trust in public health systems during outbreaks and health emergencies.

COMMUNICATIONS

  • Regular conference calls with multisectoral stakeholders U.S. Embassy and GHSD Washington to review progress discuss activities and address emerging issues.
  • The GHS Technical Advisor should provide information and avail him/herself for calls/meetings with the State Department/U.S. Embassy asrequested.
  • The advisor will provide monthly reports to US Embassy/U.S. Department of State.

REPORTING:

The Outbreak Prevention and Response Officerwill provide a detailed monthly report to the U.S. Department of State at the end of each month. Additionally the Advisor may be required to submit additional reports at the discretion of the U.S. Department of State and LEAP Global. The format for reporting may be adjusted with concurrence from the COR.

Qualifications

  • Advanced degree in medicine infectious disease public health Epidemiology Health Systems veterinary medicine/animal health or related field.
  • Training in Field Epidemiology (FETP) infectious disease Evidence-based Communication or WASH/IPC preferred.
  • 57 years of progressive experience in outbreak prevention/response community health systems or health security in LMIC settings ideally in Haiti or the Caribbean.
  • Demonstrated experience strengthening multi-sectoral coordination CBS/EWS and health promotion/Evidence-based communications at national.
  • Hands-on experience working with CHWs and departmental health teams.
  • Experience collaborating with MSPP CDC USG or similar.
  • Experience in PEPFAR PMI and other multilateral infectious disease and epidemic control programs.
  • Verbal and written professional proficiency in English and French.
