Position Purpose
The Senior Research Analyst plays a critical role in supporting the Oklahoma Health Care Authority by providing in-depth data analysis research and strategic reporting to guide programobjectivesand ensure compliance with federal and state regulations. This positionis responsible fordesigning producing and analyzing complex database reports using various software tools consulting with internal divisions and external stakeholders and supporting the agencys mission to deliver better health outcomes for Oklahomans. The role also involves overseeing reporting activities evaluating program measures andidentifyingoperational issues contributing to the agencys strategic goals through data-driven insights.
Principal Activities May Include
Design produce and analyze database reports using various software applications like Business Objects Access Excel Tableau or Power BI.
Designs analytic and assessment tools which incorporate suitable statistical tests.
Coordinates plans educates and provides data support for various areas of the agency asrequested.
Prepares and arranges statistical tables and charts for compilation into manualshandbooksand reports.
Analyzes and interprets data using statistical research programs or other methods and makes projections based on statistical inference.
Consult with interagency divisions and external organizations to drive programobjectivesand recommend standards for monitoring and evaluating program measures.
Serve on teams and workgroups tofacilitatenew or innovative thinking and performrelated tasks as assigned.
Takes initiative to problem solve issues found in the unit communicates with supervisor and suggests solutions and/orassistswhen a unit need arises.
Other duties as assigned.

Knowledge Skills Abilities and Competency Requirements
The Senior Research Analyst requires strong analytical skills to design produce and evaluate complex data reports alongside advanced problem-solving abilities to address programobjectivesand resolve operational issues. Effective communication and collaboration are essential for consulting with internal and external stakeholders and aligning program measures with organizational goals. Education and/or Experience
Bachelors degree in social science Data Analytics Computer Science Mathematics Business Administration Public Administration Statistics or closely relatedfieldAND
2 years of experience with Business Objects or other data extraction software; including building queries extracting data analyzing data compiling statistical reports defining problems and drawing conclusions; OR
An equivalent combination of education and experience for a total of six (6) years
No substitution for the required data extracting experience
Preference Qualifications Include
Certifications in any of the following areas:
Advanced certification in SQL or Business Objects
Tableau Desktop Specialist/Professional
Microsoft Certified: Data Analyst Associate (Power BI)
Experience With:
Microsoft Power Platform (Power BI Power Automate Power Query)
Dashboard Building (using Tableau or Power BI)
SoonerCare/SoonerSelect/Medicaid
MS Suite (Access/Excel)
Physical Demands and Work Environment
Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise the course of performing job duties employees are required to speak stand walk and reach with their hands and arms. This position requires extended periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of the job.
