About this Position:

TJFACT is seeking a well-qualified Management Analyst to support the Department of State INL/SAO/AC in Washington D.C.! This position is equivalent to a Program/Management Analyst LVL 4.

The Management Analyst will provide strategic leadership and oversight for complex program portfolios ensuring effective implementation and alignment with organizational objectives. The TPC leads cross-functional teams manages high-value budgets and coordinates with senior officials to develop execute and evaluate program activities. This position is responsible for formulating and presenting budget proposals monitoring program performance and recommending improvements to enhance efficiency and impact. The TPC serves as a principal advisor on policy and operational matters represents the program in high-level meetings and fosters collaborative relationships with internal and external stakeholders including U.S. embassies and federal agencies. The incumbent ensures compliance with regulatory requirements drives process improvements and provides expert guidance on program criteria acquisition strategies and risk management

Please note this role a TPC and is contingent upon a contract award.


Major Duties and Responsibilities

  • Supports program activities; assists in coordinating the implementation of projects within a portfolio
  • Aids in drafting success stories briefing papers talking points presentations for management review and use
  • Manages program files and records tracks reports
  • Researches materials as required to compile information reports and statistical information regarding the supported program
  • Supports officials in coordinating policy issues relating to portfolio
  • Aid in managing program budget formulation; analyze budget proposals and assist with preparing justifications and memoranda for presentations to OMB and Congress
  • Aid in evaluating program effectiveness in relation to the funding expended for regional programs
  • Aids in office outreach projects by conducting logistical support
  • Performs administrative duties when required to support program requirements
  • Provides logistical support for office outreach projects including travel to relevant countries as needed.
  • Monitors the status of funds for the Bureau and performs funds control duties including determining if funds can be de-obligated reclassified or reprogrammed.
  • Reviews obligations to identify availability for de-obligation or reclassification/reprogramming and verifies supporting documentation.
  • Obtains and analyzes accounting data prepares spreadsheets and databases for reference and creates charts and presentations on funding execution.
  • Tracks and reconciles agreements amendments and reprogramming of funds maintaining records in Department-wide financial systems and Excel logs.
  • Recommends modifications to accounting or auditing methods and techniques and communicates changes to staff and overseas posts.
  • Coordinates and leads meetings with internal and external officers as necessary.
  • Advises management on the development of program criteria for Statements of Work and acquisition-related documentation.
  • Monitors and tracks executed contracting tasks to ensure compliance with requirements timelines and performance standards.
  • Analyzes management processes and procedures to identify gaps inefficiencies and opportunities for improvement.
  • Researches and applies best practices from government and private sectors to enhance customer service delivery approval workflows and processing timelines.
  • Synthesizes financial program planning bilateral and evaluation documents to support reporting requirements.
  • Provides recommendations on data input document standardization organization and records management.
  • Identifies recurring documentation or data-quality issues and recommends corrective actions.
  • Assists in interpreting and adapting guidelines policies and standard operating procedures to address operational issues.
  • Analyzes workflow structures delegations of authority and regulatory compliance providing recommendations for improvement.
  • Assists in developing and documenting SOPs in areas of potential risk or vulnerability to management controls.
  • Maintains effective working relationships through strong customer service project management expertise and understanding of program office needs.
  • Collaborates with program office staff managers and stakeholders at U.S. embassies and other federal agencies to support the implementation of agreements policies and procedures.

Required Qualifications:

  • U.S. Citizen or legal U.S. resident.
  • A bachelors degree from an accredited institution.
  • Six (6) to ten (10) years experience in relevant field.
  • Demonstrated ability to work on projects and issues within overall policy guidelines.
  • Demonstrated skilled in oral and written communication sufficient to draft action and info memos congressional testimony press guidance and congressional and general correspondence.
  • Knowledge of international narcotics and law enforcement issues.
  • Demonstrated knowledge of federal budget processes regulations and reporting requirements.
  • Proven ability to analyze complex financial data and prepare clear concise budget reports and recommendations.
  • Strong written and verbal communication skills with the ability to present budgetary information to diverse audiences.
  • Experience in budget execution to include analysis of budget execution reports produced by the Departments financial management system and data repositories.

Preferred Qualifications:

  • Demonstrated experience reviewing and negotiating foreign assistance letters of agreement grants and contracts.
  • Demonstrated experience formulating foreign assistance budgets.
  • Demonstrated experience applying best practices to improve customer service delivery approval workflows and processing timelines.
  • Bachelors degree from an accredited institution in Finance Economic Resources Statistics or a closely related field.
  • Minimum of six (6) years of professional experience working for the federal government in a budget sector. Experience must demonstrate progressively responsible duties in budget formulation execution and analysis within a federal agency or department.
