The City of Yucaipa is conducting a recruitment for a Code Enforcement Supervisor.

Under general supervision of the Public Safety Manager the Code Enforcement Supervisor organizes coordinates supervises and participates in the more complex and difficult work of staff responsible for providing Code Enforcement services. They will prepare a variety of operational statistical and activity reports and manage parking enforcement false alarm as well as other citation programs.

The position has overall responsibility for the municipal Code Enforcement program and supervision of staff. They serve as a direct line supervisor for all Code Enforcement personnel. The incumbent is also responsible for conducting field investigations appropriate notices and representing the City at public hearings and trials.

Supervision Received and Exercised
General direction is received from the Public Safety Manager and/or designee. The Code Enforcement Supervisor exercises direct supervision over field office and technical Code Enforcement staff.

Examples of Duties

Duties may include but are not limited to the following:
  • Plans directs and participates in the investigation of potential violations and the enforcement of municipal codes ordinances standards and health and safety regulations; documents violations by securing photographs and other pertinent data; research ownership records prior complaints municipal codes and ordinances and state regulations to establish violations.
  • Trains staff in proper inspection practices and methods and evaluate field practices; assesses needs for additional educational development; arranges and provides training and education programs for public as necessary.
  • Verifies work of assigned employees for accuracy proper work methods techniques and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures.
  • Oversees and initiates contacts with residents business representatives and other parties to explain the nature of incurred violations and to encourage compliance with municipal codes ordinances and community standards.
  • Conducts on-site inspections and determines existence and type of code violations; investigates and attempts to correct alleged violations of municipal codes and zoning ordinances; prepares cases for nuisance abatement hearings and court proceedings; testifies in court actions as necessary.
  • Establishes positive working relationships with the public and co-workers representatives of community organizations state/local agencies City management and staff.
  • Investigates complaints made by the public; works with appropriate City departments to resolve issues; explains priorities programs and policies to the public when required; responds to emergency calls from the public and other agencies and takes appropriate action.
  • Participates in planning and developing new forms procedures policies and programs pertaining to field services and inspection practices; assists in preparing code amendments and city council reports.
  • Demonstrates a full understanding of applicable policies procedures and work methods associated with assigned duties; evaluates assigned work areas; prepares and maintains records.
  • Represents the city at professional meetings and conferences; attends PSAC and Planning Commission meetings as necessary.
  • Writes reports and participates in the preparation and administration of the divisions budget; prepares budget objectives and performance measures for the code enforcement program.
  • Perform other related duties as required.

  • Equipment tools and materials used in code enforcement and inspection work.
  • Pertinent local state and federal rules regulations and laws related to code enforcement and inspection.
  • Principles and practices of technical and functional supervision and training.
  • Advanced conflict management techniques.
  • Principles and practices of effective customer service.
  • Modern office equipment including use of applicable computer applications.
  • Safe work practices.

Ability to:
  • Organize assign and review the work of staff engaged in technical code enforcement activities.
  • Apply technical knowledge and code enforcement techniques.
  • Advise staff on technical code inspection techniques rules and regulations.
  • Interpret and explain City policies procedures regulations and code enforcement policies and procedures.
  • Effectively investigate code enforcement matters including interviewing data collection research and report writing.
  • Provide technical and functional supervision over assigned staff; effectively train staff.
  • Serve as an integral team player which involves flexibility cooperation and communication.
  • Follow workplace safety policies and procedures.
  • Operate and use modern office equipment including a computer and applicable software.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely both orally and in writing.
  • On a continuous basis know and understand all aspects of the job; intermittently analyze work papers reports and special projects; identify and interpret technical and numerical information; observe and solve problems relative to operational and technical policy and procedures.
  • On a continuous basis sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift or carry weight of 20 pounds or less.

Experience and Education
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:
Five (5) years of responsible journey-level experience similar to a Code Enforcement Officer.

Education:
High school diploma or equivalent to completion of the twelfth grade.

License and Certificate
  • Possession of or ability to obtain a valid California drivers license.
  • Possession of a California Peace Officer Standards and Training (POST) PC832 Arrest Search and Seizure Certificate.
  • Current certification by the California Association of Code Enforcement Officers (CACEO).

Environmental Conditions
Work is generally performed in a temperature-controlled office environment subject to typical office noise with some work done outdoors with exposure to traffic outdoor weather conditions including extreme heat and cold and to wet and humid conditions. Attendance at night meetings may be required.The role may involve interactions with upset employees members of the public or external representatives while explaining or enforcing departmental policies and City regulations.
