The City of Yucaipa is conducting a recruitment for a Director of Community Development.

The Director of Community Development will plan organize direct and review the activities and operations of the Community Development Department including current and advanced planning code enforcement building and safety and economic development and redevelopment; coordinate assigned activities with other departments and outside agencies; provide leadership to the organization; and to provide highly responsible and complex administrative support to the City Manager and City Council.
Supervision Received and Exercised
This at-will position receives direction from the City Manager and exercises direct supervision over assigned management professional technical and administrative support personnel.
Examples of Duties
Duties may include but are not limited to the following:
- Develop plan and implement department goals and objectives; recommend and administer policies and procedures.
- Coordinate department activities with those of other departments and outside agencies and organizations; provide staff assistance to the City Manager and City Council; prepare and present staff reports and other necessary correspondence.
- Direct oversee and participate in the development of the departments work plan; assign work activities projects and programs; monitor work flow; review and evaluate work products methods and procedures.
- Supervise and participate in the development and administration of the Community Development budget; direct the forecast of additional funds needed for staffing equipment materials and supplies; monitor and approve expenditures; implement mid-year adjustments.
- Select train motivate and evaluate personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures; maintain discipline and high standards necessary for the efficient and professional operation of the department.
- Research interpret and enforce various laws related to codes ordinances and regulations.
- Research analyze and prepare technical reports and correction notices regarding proposals for public sector and privately initiated development projects and land use proposals.
- Research analyze and administer Development Impact Fee programs in accordance with appropriate laws procedures and policies.
- Prepare required documents to implement land use planning related laws and regulations including ordinances resolutions administrative policies and procedures land use application filing requirements information and forms and other public information documents.
- Direct and participate in all advanced and current planning building environmental and abatement code enforcement and design review activities for the City; direct and participate in the maintenance and update of the Citys General Plan; evaluate projects for consistency and compliance with the General Plan and all Specific Plans zoning and subdivision ordinances and other applicable rules regulations and policies.
- Direct building inspection and code compliance activities and ensure compliance with appropriate laws ordinance and regulations; review and make decisions on the more complex and sensitive code compliance cases.
- Direct the development and implementation of various economic development and redevelopment programs that attract and retain businesses; establish oversee and implement Redevelopment Agency budgetary allocations and staffing resources; complete annual reporting.
- Consult with and advise local officials outside agencies organizations and citizen groups on planning code enforcement building and safety and redevelopment activities.
- Represent the department to outside groups and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
- Prepare and manage contracts for professional services; monitor and review the work of consultants to ensure the Citys best interests are being met.
- Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary.
- Build and maintain a working environment of trust and teamwork; swiftly and effectively address issues that may threaten a cohesive working environment.
- Build and maintain positive working relationships with co-workers other City employees other agencies and the public using principles of good customer service.

Seven years of increasingly responsible experience in urban or regional planning; including three years of administrative and management responsibility.
Education:
Equivalent to a Bachelors degree from an accredited college or university with major course work in urban planning regional planning or a related field.
License and Certificate
Possession of or ability to obtain a valid California drivers license.
