Salary Range

Job Function
Assist in the management and accountability of the Housing Authoritys Housing Choice Voucher (HCV) Department. This position is responsible for supervising assigned staff and under the general direction of the HCV Director helps monitor revenues track expenditures and support operational goals and priorities. Ensures compliance with federal state and local laws as well as HUD regulations across all aspects of the HCV program.
Essential Functions
- Supervise staff: interview hire train assign tasks monitor work and evaluate performance. Provide coaching guidance and discipline as needed.
- Develop internal performance standards and provide leadership to HCV Managers.
- Organize and manage departmental workflow to meet deadlines.
- Recommend program improvements through technology and innovation.
- Maintain HUDs 2-Year Tool to monitor leasing activity.
- Prepare and distribute statistical reports to the appropriate staff.
- Monitor systems and procedures to ensure compliance with HUD regulations.
- Maintain a 98% occupancy rate in the Section 8 program.
- Conduct quality control checks on waiting list selections eligibility determinations move-ins/outs and interims.
- Review monthly deposit accounting and assist with annual budget preparation.
- Establish monitoring processes for tenant and landlord compliance.
- Investigate reports of program abuse and determine and execute next steps.
- Publish tenant and owner newsletters semiannually.
- Verify data in HUDs EIV and PIC systems; ensure staff correct errors.
- Respond to inquiries and complaints by explaining policies and procedures.
- Review HUD regulation changes and recommend policy updates for board approval.
- Ensure recommendations and implementation of policy changes. Ensure board approval.
Additional Responsibilities
- Conduct training sessions for staff tenants and landlords.
- Work weekends evenings or shift hours as needed.
- Serve as acting HCV Director in their absence.
- Perform other related duties as assigned.
Qualifications
- Bachelors degree preferred in a related field and a minimum of five (5) years of management experience or a combination of education and training and experience. Management Certifications preferred.
- Ability to effectively manage staff.
- Must be proficient in Microsoft Word Excel and Power Point.
- Ability to understand oral/written instructions and provide feedback.
- Knowledge of the general operations and procedures of a Public Housing Agency (PHA) programs.
- Knowledge of the purposes policies and regulations of the Housing Authority as established by the Board of Commissioners and HUD regulations.
- Must maintain a current knowledge of rules and regulations effecting Housing Choice Voucher residents. Must participate in training opportunities and seminars relevant to this position and pass examinations.
- Must be comfortable working with a diversified type of individuals from a variety social economic conditions and ethnic origins.
- Ability to evaluate performance of subordinates accurately correct deficiencies and to guide replace and assign personnel.
- Ability to coordinate a high level of productivity under a variety of conditions and restraints.
- Excellent oral written analytical and interpersonal skills. Must have a strong ability to identify and solve problems. Ability to develop and present training sessions.
- Must possess and maintain a valid motor vehicle operators license and excellent driving record. Must be insurable under the OHA auto insurance policy. Must have transportation available to perform the functions of this position as needed.
- Ability to establish and maintain effective working relationships with co-workers consultants contractors HUD local state federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.
Working Conditions
Work is performed in an office setting amid normal conditions of dust odors fumes and noises and involves considerable public contact. The noise level in the work environment is usually moderate. Significant exposure to weather conditions (heat cold rain and snow) and contact with animals/pets when inspecting or touring the OHA properties.
Abilities
- Ability to sit stand and walk up to 100% of the time; and reach stoop squat push pull and type up to 75% of the time.
- Ability to move objects weighing up to ten (10) pounds up to 50% of the time.
- The noise level in the work environment is usually moderate.
