The New York City Housing Authority (NYCHA) is the nations largest public housing authority with an operating budget of $3.3 billion and over 11000 employees who manage and maintain 325 developments that house about 400000 residents. NYCHA also operates the countrys largest Section 8 program which provides rental assistance to about 200000 additional people.
Reporting to the Vice President of Quality and Cost Control the Quality & Cost Control (QCC) Investigator is responsible for identifying discrepancies between current NYCHA practices and governing regulations (City State and Federal). The QCC Investigator will plan direct and control monitoring projects involving possible illegal fraudulent or improper addition the QCC Investigator will perform surveillances conduct interviews analyze financial and agency records maintain investigative records prepare reports and make recommendations for appropriate action.
Responsibilities include but are not limited to the following:
and direct investigations involving complaints against NYCHA.
investigate and document findings in Quality Assurance reports.
mobile and stationary surveillance throughout NYCHA profile.
of covert cameras and video reviews encouraged.
testimony in employee General Trials.
perform rigorous critical analysis on information that is collected in the field and/or desk investigations.
and compile data from internal and external sources.
in preparing reports memos and other internal documents.
agency compliance with applicable laws regulations and internal policies.
analyze and preserve evidence including documents emails and surveillance footage.
NOTE: The Department of Citywide Administrative Services (DCAS) administered a civil service exam for the Associate Fraud Investigator title on 04/16/24. Therefore applicants (candidates) that did not take and pass the exam will potentially not be considered; likewise applicants not reachable on the established civil service list will potentially be in jeopardy of being replaced with an eligible civil service candidate.

ASSOCIATE FRAUD INVESTIGATOR ( - 31118
Qualifications :
1. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time experience acquired within the United States in one or a combination of the following: performing investigations involving criminal and/or fraudulent activities; evaluating credit histories; searching for assets; and/or researching compiling and/or locating evidence or information in order to build a case or uncover activities of criminal corrupt unlawful or unethical nature involving public or private funds one year of which shall have been in a supervisory or administrative capacity; or
2. An associate degree or 60 semester credits from an accredited college including or supplemented by 12 semester credits from an accredited United States college in criminal justice forensic science police science criminology criminal justice administration and planning and/or law or related field and three years of satisfactory full-time experience as described in 1 above one year of which shall have been in a supervisory or administrative capacity; or
3. A baccalaureate degree from an accredited college and two years of satisfactory full-time experience as described in 1 above one year of which shall have been in a supervisory or administrative capacity; or
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must have a four-year high school diploma or its educational equivalent and have one year of supervisory or administrative experience in the areas described in 1 above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college including or supplemented by 6 semester credits in the areas described in 2 above for one year of experience.
