The ideal candidate will have proven expertise in leading cross-functional teams navigating competing priorities and ensuring successful program execution in a dynamic and demanding environment.
Key Responsibilities:
- Lead oversee and manage complex federal programs ensuring alignment with strategic objectives stakeholder requirements and federal regulations.
- Collaborate with cross-functional teams ensuring effective communication task delegation and resource management.
- Develop and maintain detailed program plans including schedules milestones and resource allocation ensuring timely and within-budget delivery.
- Apply Agile methodologies and program management best practices to drive program success and adaptability in changing environments.
- Identify assess and mitigate program risks maintaining a proactive approach to addressing challenges and obstacles.
- Provide high-level performance reporting presenting program status issues and risks to executive leadership and key stakeholders.
- Foster strong relationships with executive leadership and external stakeholders ensuring clear communication and alignment of objectives.
- Lead program-related meetings ensuring productive discussions decision-making and alignment across all involved teams.
- Mentor and guide junior program managers providing leadership in developing program management practices and methodologies.
- Stay current on industry best practices and standards incorporating new methodologies and tools to enhance program efficiency and effectiveness.
Required Qualifications:
- Minimum of 10 years of progressive experience in program and project management.
- At least 5 years of experience managing large-scale complex federal programs or initiatives.
- Proven expertise in Agile methodologies program planning risk management and performance reporting.
- Strong communication and stakeholder engagement skills particularly with executive leadership and high-level stakeholders.
- Demonstrated ability to lead cross-functional teams and manage competing priorities effectively.
Certifications:
- Project Management Professional (PMP) Program Management Professional (PgMP) or equivalent required.
- Agile or SAFe certification preferred.
Education:
- Bachelors degree in Business Administration Public Administration Information Technology or a related field is required.
- Masters degree in a related field is preferred.
Skills/Competencies:
- Exceptional leadership and team management skills.
- Strong problem-solving abilities and decision-making acumen.
- Proficient in program management tools including Microsoft Project Jira and other relevant software.
- Ability to thrive in high-pressure fast-paced environments.
- Knowledge of federal program regulations and compliance requirements.
