About Us
The N.C. State Board of Elections is the statewide agency that supervises elections administration enforces campaign finance requirements and conducts associated investigations. The State Board ensures uniform implementation of state and federal election laws and appoints local officials serving on county boards of elections. The board is composed of 5 individuals appointed by the State Auditor from list of nominees submitted by the chairs of the two political parties having the highest number of registered affiliates. Agency staff are civil servants subject to the State Personnel Act.
Description of Work
Primary Purpose of the Organizational Unit:
Learning Management and Operations provides learning and development outreach documentation and operations support for the agency. Our Learning Management program creates a curriculum framework that provides an adaptive and best-practice approach to learning management. This program serves diverse audiences including state board staff county board staff campaign treasurers and the general public. Additionally this organization unit supports operations across the agency to include physical and email phone support and receipt of agency materials.
Primary Purpose of the Position:
The Knowledge Management Specialist is responsible for collaborating with subject matter experts software developers and project management to develop produce and communicate presentation materials. This will be emphasized for SEIMS Legacy and Modernization and include supporting legislative changes and ongoing business operations services. These materials include manuals job aids standard operating procedures demonstrations and other learning objects. This position also serves to document and standardize the retention of internal processes.

Note: This position is a time-limited position subject to special appropriated funding. Continuation of this position will be reviewed at the end of each fiscal year and subject to fund availability.
Documentation Creation
Essential Functions:
- Create or modify document templates
- Use templates to create and finalize job aids user guides standard operating procedures and other written materials
- Enforce documentation formatting
- Manage a central repository for all material storage
- Develop a knowledge base as a county user resource
Training Consultation Creation and Facilitation
- Conduct training needs analyses
- Collaborate with subject experts to develop and update training materials standard operating procedures or other materials
- Deliver training to county board directors and staff on updated processes and procedures using applications such as Microsoft PowerPoint Articulate and Adobe Creative Cloud software
- Determine alignment of new training materials to the elections certification program
- Advocate for and research best practices for adult learning strategies and methodologies
Business Analysis
Essential Functions:
- Ensure proposed solutions meet the business need
- Participate in brainstorming sessions with subject matter experts to understand current business processes pain points and future business needs
- Assist with gathering requirements for system requirements specification documents that detail the functionality and changes to meet the business needs
- Assist Project Management Team with scheduling and tracking tasks assigning resources and mitigating risks to ensure the project is completed on time
Knowledge Skills and Abilities:
- Excellent project management and organizational skills
- Ability to collaborate with stakeholders to translate needs into deliverables
- Experience with design platforms such as Microsoft PowerPoint Adobe Creative Cloud products and Articulate products
- Excellent written and oral communication skills including the ability to effectively convey technical information to non-technical colleagues and clients
- Ability to prioritize and manage multiple simultaneous deadlines
Manager Preferences:
- Experience with gathering and documenting system requirements
- Experience leading a project coordination effort with software modernization
- Experience leading training initiatives related to software modernization
- Experience in the field of elections administration
Minimum Education and Experience

Bachelors degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience.
