The Division of Administration/Office of Risk Management has a vacancy. This job title has an assigned pay grade of AS-616.This position is within the Office of Risk Management (ORM) the Division of Administration (DOA) ancillary agency established by R.S.39:1527 et al. The responsibility of ORM identified in RS 39:1535 is to manage all state insurance covering property and liability exposures through commercial underwriters or by self-insuring. This requires the duty of managing all insurance claims including all tort claims made against the state or any state agency whether or not covered by insurance. At the designation of the Commissioner of Administration ORM also serves as the State of Louisiana public facilities sub-recipient representative for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Grants under subpart G. Title 44 Code of Federal Regulations.
The position is the principal procurement professional within the statewide Office of Risk Management.

The Division of Administration is the state governments management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:- Overseeing the states capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Six years of experience in procurement contracts or grants management financial management accounting or auditing; OR
Six years of full-time work experience in any field plus three years of experience in procurement contracts or grants management financial management accounting or auditing; OR
A bachelors degree plus three years of experience in procurement contracts or grants management financial management accounting or auditing; OR
An advanced degree plus two years of experience in procurement contracts or grants management financial management accounting or auditing.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Certified Professional Public Buyer (CPPB) a Certified Public Procurement Officer (CPPO) or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
Troubleshoots and resolves issues across the States contract procurement and document tracking systems to ensure compliance and continuity of operations.
Facilitates and manages complex contract procurements awarded through Requests for Proposals (RFPs) Invitations to Bid (ITBs) and other State contracting methods.
Oversees specialized high-complexity contracts including third-party administrator (TPA) services for insurance claims management broker services and disaster management consulting.
Supports procurement processes for statewide emergency contracts coordinated with the Office of State Procurement (OSP).
Prepares develops reviews executes and monitors all complex contracts throughout their lifecycle to ensure performance and regulatory compliance.
Collaborates with ORM Administrators and Managers on the development and implementation of Interagency Agreements (IAAs) and Memorandums of Understanding (MOUs) while supporting Records and Information Management (RIM) compliance under La. R.S. Title 44.
Serves as an advisor on a DOA/ORM technology project with the Office of Technology Services to develop a workflow system for multi-year legal services contracts supporting the statutory relationship with the Office of the Attorney General and recommends procurement policies and procedures for the agency.
