Hours: 36 per week

We have an exciting opportunity for Surveyors to join the Low-Rise Block Management team.

Low Rise Block Management Service

You will assist in the development and implementation of this Service from the outset. You will plan and deliver the workload and programmes using innovative approaches to delivery existing data to inform plans develop strategies and consider policy changes that may benefit improvements to our tenants homes. You must have a customer centred approach and you will have opportunity to supervise and mentor Surveying Assistants and Apprentices as part of their role.

You will be responsible for the delivery of capital works to ensure our housing stock is sustainable for the future including fabric improvement on housing blocks both fully Council owned and Mixed tenure blocks and cyclical replacement of elements such as Kitchens and Bathrooms Windows Doors and Entry systems. You will also manage Estates improvement works and Adaptations working closely with the local Housing teams to ensure communication and engagement is a key part of all projects.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.

Responsibilities

Experience

Significant experience in the delivery of complex building repair projects. Budget management of workload up to 5-20m/annum. Management of major repairs and refurbishment projects on Local Authority Housing including complex high rise residential buildings.

Effectively working with a wide range of stakeholders including homeowners tenants professional bodies representing surveyors and architects heritage and conservation bodies and community groups.

Sound understanding of commercial issues and an aptitude for negotiations with experience of resolving issues with third parties. Proven experience and deep understanding of customer services.

Proficiency in Microsoft Word Powerpoint Powerproject and Excel. Experience or knowledge of working in a Mixed Tenure or shared ownership setting.

Knowledge and skills

Current knowledge and ability to implement Regulation legislation policy and statutes pertaining to housing and construction work. Excellent verbal and written communication skills including report writing for senior management and both technical and non-technical audiences.

Ability to work under pressure and prioritise work. Understanding of the political sensitivities and issues surrounding the delivery of high profile and complex work in a public sector organisation.

Ability to develop frameworks and procedures within strict governance and risk guidelines. Ability to contribute to interpret and analyse tender documents in order to ensure best value and quality in line with Council budgets

Management of a multiple concurrent complex projects and ability to analyse and apply suitable course of action. Demonstrates high degree of innovation. Demonstrates ability to manage complex customer/client relationships.

A willingness to learn and develop knowledge and skills through practical on the job experience. Knowledge experience and understanding of delivering property repairs within the Tenements (Scotland) Act 2004. Building (Scotland) Act 2003 or 1991 Confirmation Act.

Ability to assess and recommend repair solutions and methodology for building repairs. Ability to oversee and manage complex design teams to achieve strategic and project outcomes. Ability to find innovative solutions to complex problems and work with stakeholders to agree and implement. Good project management skills required

Qualifications and Training

Appropriate Chartered professional or working towards Chartered qualification. Hold a professional qualification such as MRICS or MCIOB.

Educated to degree level or equivalent in a relevant professional discipline and have relevant experience in an asset management exceptional cases this requirement may be satisfied through relevant experience and demonstrated competence. Evidence of continuing professional development

Job Specific requirements

Ability to communicate complex and contentious issues internally and externally including representing the Council as required. Ability to deal with complex issues and exercise good judgement.

High quality communications skills both written and oral. Ability to manage resources. Full UK driving license
