Reporting to the Director Administration at Providence Research (PR) the Research Human Resources (HR) Lead:
- provides operational leadership for all People functions within the Providence Research Institute
- ensures the delivery of consistent high-quality People Services that align with organizational goals and comply with legal and regulatory requirements
- serves as the primary point of contact for all HR needs including recruitment compensation and classification occupational health and safety and employee engagement
- provides expert guidance on HR best practices performance management change management disability and absenteeism management and ensure compliance with applicable legislation
- supports UBC SFU Payroll Guardian (PGi) and Providence Health Care (PHC) payroll employees
In addition to overseeing day-to-day HR operations the Research HR Lead:
- supports the development and implementation of HR components within strategic plans including process standardization and workforce planning
- champions diversity equity inclusion (DEI) and cultural safety initiatives across all HR processes while also supporting the development and implementation of HR special projects
- identifies opportunities for process improvement to enhance efficiency and service delivery building and maintaining effective relationships with leaders and internal and external parties
- assists staff in navigating HR services and connecting with specialized resources
- supervises the Research HR Coordinator(s) and Research HR Analyst(s) by providing work direction and assignment of duties to meet PR operational requirements
- represents PR HR requirements on internal/external meetings and committees as required.

What You Bring
Education Training and Experience
- University degree in a related field plus seven (7) years of progressively senior human resource experience in a large complex environment or an equivalent combination of education training and experience.
- Familiarity with human resources within health care or academic environments is an asset.

Your Day To Day:
The Human Resources Lead:
- Manages a designated team of human resources staff (e.g. HR Coordinators HR Analyst) by providing guidance advice and training. Recruits supervises and coordinates the PR People team by providing work direction assigning duties and managing day-to-day operations to meet organizational requirements. Conducts employee performance reviews facilitates coaching sessions and goal setting and identifies training and development needs. Assesses workload and staffing requirements adjusts work assignments as necessary and promotes a culture of strong researcher-focused relationships built on a thorough understanding of organizational needs.
- Acts as first point of contact for clients on all human resource matters including employee and labour relations conflict resolution legislative requirements recruitment and selection compensation and classification occupational health and safety and staffing issues. Identifies issues and determines when to involve specialized HR services such as Recruitment/EDI Compensation/Classification OH&S Workforce Planning Staffing & HR Analytics or other departments such as Organization Development Finance or PR teams in matters requiring specialized support.
- Develops and maintains policies and procedures outlining a clear delineation of HR people support for SFU UBC PGi and PHC staff along with appropriate workflows.
- Holds regular meetings with Research People Team staff to keep abreast of issues and provides regular and timely updates to Director on emerging issues and trends and staff activities.
- Leads the standardization of HR processes for PR by working with clients to identify specific human resources needs to optimize operational and organizational efficiencies and facilitates the development and implementation of strategies to achieve effectiveness.
- Assists with managing the UBC/SFU faculty appointment reappointment promotion and tenure processes in collaboration with the departments and ensuring compliance with university and hospital policies and procedures as required.
- Responsible for ensuring that the Research personnel activities are consistent with UBC/SFU and PHC policies and procedures working closely with SFU/UBC Human Resources and Faculty Relations personnel and communicating the expectations procedures and objectives to the appropriate departmental members.
- Liaises with Individual SFU/UBC Departments and Faculties regarding new incoming faculty members upon their arrival in Vancouver to co-ordinate payment of start-up funds as committed by the Institute.
- Utilizes expert knowledge of applicable collective agreements legislation case law industry practice and PR/SFU/UBC/PHC organizational policies and practices to counsel guides and provides expert advice to management. This includes matters such as unionized and/or non-contract people relations issues selection collective agreement administration conflict resolution performance management change management disability/absenteeism management essential services planning and PR/SFU/UBC/PHC Terms & Conditions/ policies/ procedures/ standards.
- Develops strategies and provides necessary direction to resolve human resource and operational issues. Develops strong relations with all Directors Leaders/Managers and promotes consistent and best practices in employment relations improving working relationships and increasing productivity and retention.
- Ensures awareness of all current and prospective legislative and regulatory issues and communicates where appropriate to the organization. Develops and implements appropriate employee relations training and developmental programs in conjunction with Director to meet PR objectives and to educate research leaders and the PR HR team on the human resources issues practices standards and trends.

Facilitates the development and implementation of strategies/projects to achieve effectiveness and contributes to the creation and execution of the overall strategic plan policies and departmental goals for Human Resources that support the organizations mission vision values and strategic directions.
- Conducts research and interviews with clients and staff gathers and collates information to identify service gaps and inconsistencies and to make recommendations to Director and implements approved changes. Identifies develops implements and actions goals and objectives related to human resources.
- Supports the Director to develop and implement Human Resource training/education programs and procedures in collaboration with other HR team members to support client needs. Coaches clients and liaises on human resources concerns such as performance/attendance management displacement discipline employer practice issues and/or changes to practice/operations job share agreements collective agreement implementation and memorandums of agreement.
- Supports performance management processes including the development of performance appraisal tools drafting of specific employee evaluations and/or engaging in recognized performance management processes.
- Supports the Duty to Accommodate (DTA) processes by working with the DTA-Disability Management Advisor unions employees and related departments/units to understand the accommodation processes and our organizational and legislative responsibilities and finalize DTA agreements.
- Identifies communicates and mitigates risk to the organization related to human resources matters. Provides a safe and healthy workplace for patients clients and staff and ensures that health and safety requirements for the operational area are met. Reports unsafe situations; investigates and takes corrective action. Notifies escalates and informs leadership as appropriate.
- Performs other related duties as assigned.
