SUMMARY:
As a key member of the Learning and Evaluation team the Evaluation Officer leads evaluation initiatives that drive organizational learning strengthen program impact and advance racial and health equity.
The evaluation officer has a strong commitment to advancing racial and health equity through evaluation practice experience with designing and managing data collection systems and uses results and findings to inform program improvement and make policy recommendations. This person is knowledgeable about trends in evaluation an excellent facilitator and communicator. They have superb organizational and interpersonal skills and are expected to build strong relationships with Foundation and The Center staff funded partners and external consultants.
The Evaluation Officer is flexible and thrives in fast-paced dynamic complex environments. They are expected to work proactively with program teams and departments. Also this person is someone who identifies problems offers solutions and can implement the solutions offered. They embody the Foundations core values of racial equity and health equity and justice.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Lead collaborative evaluation design and implementation with program teams and external partners to assess outcomes and identify opportunities for improvement.
- Lead and manage a portfolio of evaluation contracts including developing RFPs and selecting external consultants.
- Drive timely delivery of evaluation products that meet the needs of funders partners and leadership.
- Translate and synthesize evaluation data and findings into actionable insights that inform decision-making for relevant audiences.
DATABASE SUPPORT
- Provide guidance and oversight to external consultants by supporting them in developing data collection systems and processes (e.g. databases reporting templates/tools) for funded partners.
- Ensures that the data collection systems are designed to meet specifications and reporting requirements.
- Maintain current and accurate knowledge of data storage and management best practices.
- Gather organize and interpret descriptive and statistical data from databases to provide reports to and answer questions from funder program team and SHF leadership.
- Assist Evaluation Director and external consultant to identify and resolve production and/or applications development problems related to the use of the database management system software or utilities.
PROGRAM SUPPORT
- Partner with program teams to integrate evaluation and measurement methods and practices that improve their understanding about a program/initiative.
- Provide guidance and technical assistance on the development of data collection tools (e.g. funded partner reporting templates feedback surveys).
- Provide and coordinate technical assistance support to funded partners in collaboration with program team and external consultant.
- Analyze and interpret quantitative and qualitative data from funded partners.
- Review and provide feedback on program specific documents (e.g. requests for applications applicant scoring guides reports to funders).
- Participate in program-organized meetings (e.g. team meetings site visits funded partner meetings) to provide learning and evaluation expertise and support.
ORGANIZATIONAL LEARNING SUPPORT
- Champion organizational learning principles and implement knowledge-sharing practices that drive continuous improvement across the organization.
- Support the design and implementation of a comprehensive integrated cross-organizational learning evaluation and measurement plan.
- Support the facilitation of strategic conversations and provide data driven insights that advance the organizations strategic direction.
ADMINISTRATIVE DUTIES
- Submit payment invoices from external consultants according to department and organizational guidelines and in a timely manner.
- Oversee timely and compliant contract execution.
- Participate in the development and management of the evaluation departments budget.
OTHER RESPONSIBILITIES:
- Contribute to a department and organization that values racial and health equity action-oriented results honesty and Integrity respect for people and reflective practice.
- Build strong professional relationships within the learning and evaluation team Foundation staff funded partners and members of the community.
- Represent the Foundation at conferences and other events including as a speaker or panel participant.
- Stay abreast of current events developments and issues in the field (and relevant fields) to maintain a balanced and informed perspective and approach to learning and evaluation.
- Other tasks and special projects as assigned.
SUPERVISORY RESPONSIBILITIES
This position is responsible for supervising Evaluation Associates and Interns.
QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE
- A Masters degree in a related area in which evaluation-related skills were learned and practiced or equivalent experience.
- At least 5 years of experience in an evaluation-related field preferably in a grant-making nonprofit or related institution.
- Experience in designing and/or managing larger databases infrastructure projects
- Experience developing data collection instruments including surveys and focus group and interview protocols.
- Experience collecting and analyzing quantitative and qualitative data preferably from public government data sets from the state and counties of California.
- Experience in evaluation and research writing and presentations.
- Familiarity with criminal-legal and carceral systems public health and public policy.
- Experience with placed-based and/or health equity work is desired.
LANGUAGE SKILLS
- Excellent written and oral communication skills.
- Ability to read analyze interpret and summarize studies proposals reports journals financial and database reports grant agreements contracts and memos.
- Ability to compose business correspondence.
- Ability to effectively present information in one-on-one and small group situations to grantees employees of the organization and others.
- Bilingual skills are desirable.
COMPUTER SKILLS
- Must be proficient in Windows Microsoft Office Outlook database software Adobe Acrobat and internet use.
- Familiarity with statistical analysis software (such as SPSS) online survey management platforms (i.e. Survey Monkey Alchemer) and Salesforce.
OTHER SKILLS AND ABILITIES
- Requires a high level of interpersonal skills to handle sensitive and confidential situations and documentation.
- Ability to respond to common inquiries from funded partners applicants grantees contractors and members of the community in a timely manner.
- Must have analytical problem-solving abilities.
- The work requires continual attention to detail.
- Must have excellent time management ability to plan ahead and organizational skills.
- Must have knowledge of office administration procedures and the use of and operation of standard office equipment.

CERTIFICATES LICENSES REGULATIONS
Must have a current valid drivers license and be insurable under the Foundations insurance policy. Must have a reliable vehicle to perform various in-field tasks.

COMPENSATION AND BENEFITS
Sierra Health Foundation offers a competitive salary and comprehensive benefits package.
- Salary: The hiring range for this limited-term 32-hour-per-week position is $84720 to $94400 annually. In alignment with our commitment to pay equity and transparency we do not consider salary counters above this range.
- Term: This position is scheduled to end on June 30 2028 with the possibility of extended funding beyond that date.
