DescriptionThe Project Manager II is a strategic leadership role within the Business Relationship and Project Management Branch reporting to the Project Management Office. This position is accountable for overseeing complex high-impact projects and programs with significant ITS components across Strathcona County. The role drives enterprise-wide initiatives that align with organizational priorities foster innovation and deliver measurable value.
This role provides mentorship to project teams champions project management best practices and ensures alignment with corporate strategies. The position leads cross-departmental collaboration manages interdependencies across multiple projects and proactively mitigates risks to ensure successful delivery.

Key Responsibilities:
- Lead the establishment implementation and evaluation of procedures and protocols for complex technology initiatives
- Develop detailed project charters plans and timelines and manage entire project life cycles including software/vendor procurement risk resources budget and change management
- Gather and document business requirements determine solution options and translate into technical requirements including business process re-engineering exercises as applicable
- Coordinate and support execution and implementation efforts including detailed requirements testing data migration and integration components
- Lead and manage project team members by assigning tasks setting goals and demonstrating dependability flexibility teamwork and leadership skills
- Identify and implement operational efficiencies to optimize resources and ensure continuous improvement in service delivery
- Proactively manage risks identify potential issues and implement mitigation strategies
- Provide expert recommendations that influence decisions across departments and programs
- Ensure operations evolve and adopt best practices continuously improve service delivery and align with the latest industry standards and technological advancements
- Ensure that clients receive technical support of ITS services developing procedures creating reporting mechanisms and working with application & data custodians and departmental representatives to enhance information systems and promote end-user self-sufficiency
- Implement and monitor controls that meet audit requirements ensuring compliance with ITS policies and maintaining robust security measures
Qualificationsand Skills:
- Degree in Computer Science Business Administration or another related discipline with a minimum of 6 years of experience in an IT environment; or a Diploma in Technology or Business with a minimum of 7 years of directly related IT experience primarily focused on project management services
- Minimum of 6 years Project Management experience on Information Technology projects in a large corporation or public sector
- ITIL Foundation Certification and PMI PMP is required
- Prosci Change Management certification will be considered an asset
- PMI certifications in Program Management PMO Portfolio Management or equivalent would be considered an asset
- Experience leveraging AI automation and data analytics for project delivery optimization would be considered an asset
- Proven experience leading projects using Agile methodologies (Scrum Kanban SAFe) in enterprise environments would be considered an asset
- Demonstrated experience in the establishment implementation and evaluation of IT PMO methodologies standards processes and templates with a focus on aligning project delivery with organizational strategy and governance frameworks
- Proven ability to supervise professionals influence decision-making and provide expert-level recommendations that shape the direction of programs and services
- Strong ability to manage time and multiple concurrent priorities efficiently and effectively; strong and well-developed planning organization and leadership skills
- Strong business acumen interpersonal and communication skills; ability to maintain professional working relationships at all levels of management and departmental staff; ability to chair effective meetings
- Strong writing skills to produce professional quality communication material suited to its purpose and audience; ability to develop and present formal/informal recommendations
- Experience working in a Microsoft based environment
