Background Information:
- The Primary Care Information Exchange (PCIE) project is meant to set the foundation and establish the path forward for the collection of EMR data in a provincial repository.
- Although approximately 70% of healthcare system interactions take place in primary care settings data regarding those interactions is largely missing at the provincial level.
- PCIE will be rolled out and expanded in phases over the coming years involving the continuation of a limited production release (LPR) in FY26/27 expanded product release in FY27/28 to more targeted providers then in FY28/29 will see the full product release.
Deliverables:
- The purpose of this procurement is to procure a Senior Project Manager/Lead resource to support the Primary Care Information Exchange (PCIE) project. and nbsp;
Must haves:
- 8 10 and nbsp;years of program and project management experience delivering large-scale technology initiatives and complex IT solutions in a highly integrated healthcare setting
- Direct experience coordinating and managing project activities monitoring and reporting on progress and anticipating and resolving issues risks and conflicts
- Experience delivering complex IT solutions in a highly integrated technical health care organization is an asset
- Experience managing delivery teams of various sizes that include internal and external resources (consultants vendor staff) regardless of geographic location where the resources are located
- Experience managing other Project Management resources assigned to the same projects
- Experience working with technology vendors
- Demonstrated experience utilizing various Project Management and Software development methodologies and frameworks such as Waterfall and Agile and others

Responsibilities:
- The Senior Project Manager/Lead will work with various teams within Ontario Health and with Ministry of Health to ensure the timely efficient and quality delivery of the Primary Care Information Exchange (PCIE) project and lead work packages and ensures deliverables are executed on time and on budget. The Senior Project Manager will:
- Have the ability to take broad concepts and turn them into achievable plans and manage the plans from requirements through design and implementation
- Integrate and manage several related plans and to support the integration of planning and delivery across a large and diverse delivery program
- Be accountable for on time on budget and on scope completion of assigned projects that are compliant with applicable external legislation and internal policies and processes including project governance framework and project management methodology and provide feedback for continuous improvement as requested
- Be responsible for managing the resources scope budget schedule and quality of deliverables of the assigned programs and/or projects
- Establish and maintain excellent working relationship and effective communication with the Sponsor(s) internal and external stakeholders vendors and the project team members
- Develop project documentation including charter integrated project plan project schedule status reports meeting notes and other project artifacts as required
- Organize and lead project meetings
- Ensure effective project change control including managing IT Requests for Change (RFCs) and deployments to the various environments is in place
- Issue project change requests (PCRs) as applicable in response to changes in scope schedule budget and release strategy (for multi-release projects)
- Provide financial forecasts and track actual costs against the approved budget
- Provide clear concise transparent accurate timely and up-to-date status and other progress reports/presentations to Executives Sponsor(s) stakeholders the project team Project Management Office and others as required so to eliminate any misunderstanding or cause incorrect decisions to be made
- Be responsible for managing working relationship with delivery partners and facilitating resolution of problems complaints queries and concerns escalating issues as necessary
- Liaise with stakeholders including C-Suite Executives at Partner sites and Ministry of Health to address issues of mutual interest and resolve issues of concern; support client satisfaction by providing consistent proactive and responsive stakeholder management services
- Proactively identify and manage risks and systematically resolve or escalate known issues
- Adhere to and promote Ontario healthcare policies and processes including Technical Privacy Security and Record Management
- Manage release of the product/project/work package to an operational environment
- Contribute to the development and management of guides tools templates and supports for inclusion in toolkits for organizations and sites deploying Ontario Health solutions
- Provide subject matter expertise to project team members on the application of project management practices
- Mentor and coach junior project management resources including Project Managers and Project Coordinators

- Program health status issue risk and change logs
