The crisis in Nigeria is marked by brutal violence against civilians causing acute humanitarian needs and the northeast the 15-year conflict has shattered lives infrastructure essential services and social fabric.
Two million people are internally displaced across Borno Adamawa and Yobe states. Approximately half of these live within local communities increasing pressure on scarce resources. Access to food is limited particularly in Borno state where most families are already facing crisis levels of food insecurity. Civilians including aid workers continue to be the target of deadly attacks by non-state armed groups and transport corridors are persistently insecure.
In the northwest and north-central regions violence and displacement are rooted in disputes over land and resources which have been worsened by climate change. Criminality is on the rise.
Livelihood opportunities are scarce and children face an uncertain future and are unable to access quality education. Many families have lost identity papers while fleeing or never obtained them hindering their access to essential services.

If you are those people the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionateHumanitarian Access & Safety Technical Assistant to join our team in Abuja Federal Capital will provide support for the day-to-day security operations in the Country Office Abuja and will ensure the proper safety and security coverage is provided to all staff visitors and consultants in the NRC Abuja - Country Office.
Specific Responsibilities
Give regular daily context update to the HAS Manager before commencement of field travels by staff.
Ensure that access control procedures to the Abuja Country office/Guest House are adequately enforced by the security guards.
Liaise with different stakeholders and support the HAS Manager in organizing HEIST Trainings and meetings when required.
Work with Logistic Team in the Country Office to conduct a safety assessment of vehicles rented for use by NRC in the Country Office. This will include regular briefing and vetting of rented drivers to ensure they meet the NRC standards.
Ensure that all communication equipment (Satellite phones GPS trackers CCTVs) is in good working condition and available for use by staff in the Country Office.
Ensure that all staff traveling to the program location by road carry functional communication equipment and tracking devices.
Daily conduct staff headcount and report to HAS Manager.
Regularly check the functionality of fire extinguishers exit gates smoke detectors fire alarms CCTVs and other installations within the Abuja Country Office. Any faults should be immediately reported to the HAS Manager.
Ensure all staff traveling to the program site have a duly filled Travel Authorisation Request (TAR).
Support the entire NRC in Nigeria in the management and coordination monitoring of Terramac Abuja CCTV and staff field travel management.

Strong interpersonal skills including capacities to negotiate with different stakeholders
Report-writing ability and security incident analysis. This will include conflict analysis and research capabilities.
University degree/HND in Social Sciences Courses e.g. Administration Security Management Conflict Resolution and Peacebuilding Humanitarian/Refugee Affairs and Disaster Risk Management. An HND in a relevant field will be considered.
0 to 3 years of working experience within a similar function in Humanitarian Access safety and security management with INGOs the UN or the government or private sector.
Previous experience from working in complex emergency and development contexts particularly in Northern Nigeria is desired.
Basic and advanced computer skills are mandatory (MS Word Excel PPT Outlook).
Working skills of communication equipment (VHF Radio Satellite Phones GPS tracker CCTV) is an
added advantage.
Basic web-based mapping knowledge or GIS is an added advantage.
