Description of Work

This position will manage the Divisions Fayetteville Regional Office to ensure that all Division Program regulatory goals of environmental protection and public response are administered for Sedimentation Control Dam Safety Mining Stormwater Oil & Gas and Wind Energy related activities. This position will also provide technical assistance to businesses farmers local governments and the public and encourages responsible behavior with respect to the environment for the programs under the authority of the Division of Energy Mineral and Land Resources. Day to day activities include:

Ensuring that erosion control plans mine applications industrial and State (Post-construction) stormwater applications and dam safety plans are adequately reviewed within time limits as set by General Statutes and in-house policies and procedures.

Issuing enforcement letters/notices and review and refer all enforcement action requests to the Central Office. The Regional Engineer has final responsibility to issue enforcement documents such as Notice of Violations Letter of Deficiencies etc. to notify responsible persons that they are in violation as well as to review all requests for enforcement actions for regulatory appropriateness and accuracy decide what type of enforcement actions should be requested.

Reviewing legal enforcement documents reviewing and evaluating local erosion and local erosion and sedimentation control programs within the Region to determine their effectiveness and compliance with the N.C. Sedimentation Control Commission and the Sedimentation Pollution Control Act.

Expediting erosion control plan submittal reviews with other State and Federal Agencies. This position also provides input to other agencies regarding interpretation of laws and regulations of the Sections four programs.

Provides information to the public by conducting workshops and educational lectures demonstrations to local government personnel contractors developers and engineers. Preparation and distribution of informational packets letters and other useful methods of public education. The Regional Engineer must continue professional development by attending job related functions classes seminars and other educational programs.

Manage and Supervise the programs and staff assigned to the Regional Office. This includes hiring determining workload balance workplan development and review of staff performance and all assigned administrative job duties associated with maintenance of the Regional Office.

Supplemental Information

The Division of Energy Mineral and Land Resources (DEMLR) is comprised of two Sections: Land Quality and Geological Survey. For more information: Land Quality Section is responsible for the administration of four regulatory programs: Dam Safety program as authorized by the Dam Safety Act of 1967 Mining Program as authorized by the Mining Act of 1971 Sediment Program as authorized by the Sedimentation Pollution Control Act of 1973 and Stormwater Program as authorized by State Statutes and the federal Clean Water Act. DEMLR collects permit fees and issues permits for mines dams sedimentation control for construction sites and stormwater permits for various activities and refers enforcement cases to the Attorney Generals Office.

DEMLR is responsible for scheduling organizing and transcribing minutes of the North Carolina Mining Commission and the Sedimentation Control Commission as well as reporting to the Environmental Management Commission regarding dam safety and stormwater matters.

The N.C. Geological Survey (NCGS) Sections mission is to provide unbiased and technically accurate applied earth science scientific information to address societal needs. This includes geologic maps mineral resource and geochemical information topographic maps and digital products and earth science education initiatives. The NCGS examines surveys and maps the geology mineral resources and topography of the state and encourages the wise conservation and use of geologic resources by industry commerce agriculture and government agencies for the general welfare of the citizens of North Carolina. The results of the NCGS research are documented in Bulletins Open File Reports Information Circulars Special Publications and Geologic Map Series. The NCGS along with DEMLR provide staff to the Oil and Gas Commission.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. Minimum Education and Experience

Bachelors degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience. Necessary Special Qualification Requires registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
