Job Summary
The Proposal Operations Manager is the architect of A3Ts growth engine responsible for building a scalable Proposal Factory that sustains a high-tempo output of multiple high-quality 100% compliant submissions per month. This is a high-impact Player-Coach role requiring a balance of strategic infrastructure building (as needed) and hands-on content development to hit the companys annual submission target.
Standard Task Responsibilities:
- Manage the proposal lifecycle from pre-RFP activities through final production submission and closeout.
- Perform detailed analyses of RFPs RFQs RFIs and Sources Sought requirements to create compliance matrices production schedules outlines and responses.
- Partners with Business Development Capture Managers Technical PMs Solution Architects and account leaders to advance the proposal response approach.
- Administer and lead formal proposal reviews (Pink Red and Gold teams) incorporating feedback from technical experts and senior leadership.
- Ensures the effective application of iterative proposal development techniques in support of the maturation of proposal sections.
- Performs and ensures 100% compliance with all solicitation instructions editing and zero-defect production. and maintain strict version control via SharePoint/Teams or similar repositories.
- Lead final production including desktop publishing graphics integration quality control and proposal submission.
- Maintain corporate knowledge databases including past performance resumes and project citations.
- Establish and manage companys internal proposal systems including the integration of AI-enabled drafting tools and SharePoint-based repositories to achieve a 3040% gain in production efficiency..
- Serve as the primary author and lead for Management Administrative and Past Performance volumes.
- Coordinate and integrate technical content provided by Subject Matter Experts (SMEs) and/or external partners into a unified high-scoring narrative/final submission.
- Working with the Team ensure the execution of the companys annual/monthly proposal submission goals by managing and submitting multiple concurrent efforts monthly while ensuring zero administrative disqualifications.
- Collaborate with the Capture Manager and BD Team members to translate pre-RFP win themes and customer hot-buttons into compelling evaluator-friendly prose.
- Direct the activities of external support (e.g. partners teammates technical writers) personnel to ensure all inputs align with A3Ts quality standards and submission deadlines..
Qualifications:
- Minimum BA or equivalent of 8-10 years of federal proposal management related experience with a proven track record in DoD agencies.
- Expertise and Proficiency in MS Word SharePoint Teams desktop publishing AI proposal tools Visible Thread and Adobe Creative Suite for desktop publishing/graphics.
- Ability to apply Shipley-based rigor while maintaining the agility required for a fast-growing tech firm.
- Excellent communication skills with ability to communicate and negotiate with company management partners and Teams internally and externally.
- Experience writing clear logical and persuasive responses in a variety of technical and non-technical documents
- Ability to work in a fast paced team environment and adaptable to changing priorities
- Experience in cross-functional team management
