About Us

The N.C. State Board of Elections is the statewide agency that supervises elections administration enforces campaign finance requirements and conducts associated investigations. The State Board ensures uniform implementation of state and federal election laws and appoints local officials serving on county boards of elections. The board is composed of 5 individuals appointed by the State Auditor from list of nominees submitted by the chairs of the two political parties having the highest number of registered affiliates. Agency staff are civil servants subject to the State Personnel Act.

Description of Work

*Primary Purpose of the Organizational Unit

The Information Technology Division operates within the North Carolina State Board of Elections (NCSBE) to provide secure reliable and innovative technology solutions that support the agencys mission of administering fair and accurate elections statewide.

Elections have been designated by the U.S. Department of Homeland Security as critical infrastructure.

The IT Division plays a vital role in safeguarding election systems under the National Infrastructure Protection Plan.

The divisions core purpose is to research advise procure implement and support technology solutions that enable and enhance the business functions of the State Board of Elections. IT provides centralized infrastructure and services that ensure secure statewide access to election-related information and systems for election officials across North Carolina.


*Primary Purpose of the Position

This Database Administrator II position performs technical and analytical work in the design development and support of SQL Server database solutions across large departmental agency-wide or statewide systems.

Responsibilities include:

Designing logical and physical database structures
Ensuring data security integrity and access control
Consulting with application developers to align database architecture with system requirements
Leading complex database projects and providing technical guidance to junior DBAs
Performing database maintenance including backups recovery and performance tuning
Coordinating with infrastructure teams to manage underlying operating system and network technologies that support database environments
Provides technical leadership and guidance to junior DBA

Note: This position is a time-limited position subject to special appropriated funding. Continuation of this position will be reviewed at the end of each fiscal year and subject to fund availability.

Knowledge Skills and Abilities

  • Thorough knowledge of integrated database systems and database programming techniques
  • Demonstrated experience with Microsoft SQL Server administration in Windows environments
  • High proficiency in T-SQL for querying scripting and procedural logic
  • Demonstrated knowledge proficiency of SQL replication backup/recovery strategies performance tuning and SQL Server Reporting Services (SSRS)
  • Familiarity with data modeling and ETL processes
  • Plan and manage complex database projects with varied timeframes and enterprise or statewide scope
  • Strong interpersonal skills with the ability to collaborate across divisions and teams
  • Ability to train and guide junior DBAs.

Agency-Specific Skills:

  • Serves as an internal consultant supporting agency-wide reporting and visualization initiatives to enhance election-related data processes
  • Experience with reporting and visualization tools such as Power BI Tableau SSRS and Report Builder
  • Preferred knowledge of Azure Cloud services PowerShell scripting and Excel-based data analysis

Database Administration

  • Administer and maintain integrated SQL Server database systems supporting statewide and departmental election-related applications
  • Collaborate with infrastructure and systems teams to ensure optimal data storage access backup/recovery and archival processes
  • Develop and maintain advanced T-SQL and PowerShell scripts and procedures to automate administrative tasks monitor system performance and generate operational alerts
  • Support and monitor replication scheduled jobs and service availability across distributed environments
  • Assist in establishing and enforcing database design coding and management standards in alignment with agency state-wide and industry best practices
  • Maintain comprehensive technical documentation and procedural guides
  • Ensure database compliance with state and federal regulations including audit trail maintenance and reporting
  • Design and model logical and physical database structures to support application development and reporting needs
  • Communicate database-related issues and resolutions with developers testers business analysts and management
  • Evaluate and implement third-party database tools to enhance performance diagnostics and support capabilities
  • Maintain and monitor database Security & Access Controls
  • Design and implement database monitoring alerting and data transformation processes to support operational efficiency

Agency-Specific Responsibilities:

  • Recommend and employ third party database tools to enhance efficiency and support capabilities
  • Assist with the management of GIS spatial databases and associated election applications and processes

Database Developer

  • Deploy developer fixes using Red Gate tools and agency specific processes.
  • Collaborate with application developers during the conceptual and design phases to ensure database architecture aligns with system requirements
  • Advise developers on database coding standards query optimization and best practices for performance and maintainability
  • Develop and maintain business logic and administrative tasks for data restoration for testing
  • Assist in the design and support of data warehouse structures and ETL processes that align with agency business requirements and state IT standards

Reporting Business Intelligence and Other

  • Collaborate with agency business units to define reporting requirements and deliver actionable insights through data visualization tools such as Power BI Tableau SSRS and Report Builder
  • Perform source system analysis and assist in modeling data structures to support reporting and analytics
  • Implement and manage business intelligence tools to facilitate secure role-based access to operational and strategic data
  • Support pre- and post-election audit processes by preparing and validating data for contest candidate ballot and voter registration audits
  • Serve as an internal consultant promoting data-driven decision-making and cross-functional collaboration through modern reporting and analytics practices
  • Develop and maintain SQL-based reports and dashboards to support internal operations public transparency and external data requests
  • Maintain and enhance reporting infrastructure including intranet-based reporting portals and automated data refresh processes
  • Support the design and enhancement of predictive analytics statistical reporting and visualization methods to support decision-making

Agency-Specific Needs:

  • Assist in managing GIS data workflows and shapefiles related to redistricting and precinct changes

Minimum Education and Experience

Bachelors degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and three years of progressive experience in programming and applications analysis including the design and maintenance of an integrated database system; or Associate degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and four years of progressive experience in programming and applications analysis including the design and maintenance of an integrated database system; or High School or General Educational Development (GED) diploma and seven years of relevant experience in programming and applications analysis including the design and maintenance of an integrated database system; or an equivalent combination of education and experience.
