You will provide management guidance and consultation to ensure adherence to procurement rules and laws including RCW 48.110.070 and oversee a variety of performance-based contracts funded or required by the Collective Bargaining Agreement CBA federal Child Care Development Fund and state legislative mandates. This role ensures compliance quality outcomes and accountability for children families and early learning providers.
Design manage and analyze current and projected division contract strategies to inform future contracts bargaining agreements and performance outcomes.
Develop strategies for contracted partnerships to support successful implementation of CBA requirements.
Provide subject-matter expertise on state federal and CBA-related directives policies and procurement methods.
Manage and analyze contract deliverables required or funded by the CBA to ensure compliance and quality outcomes. Monitor contract budgets expenditures invoices and spending trends; prepare burn-rate and performance reports. Respond to and resolve contract issues and ensure compliance with contract terms.
Serve as project manager for highly complex performance-based contracting initiatives.
Lead solicitation evaluation negotiation and execution of high-value contracts including RFP and RFQQ processes.
Develop and finalize scopes of work budgets and performance-based deliverables in partnership with leadership and subject-matter experts.
Coordinate conversations and planning sessions to ensure consistent implementation across contractors and agency teams.
Provide contract performance indicators related to early learning systems including ECEAP workforce and professional development.
Oversee division data governance and contracted data sharing including development and management of data sharing agreements.
