**This position will be primarily based in the Eastern Shore of Maryland**

Main Purpose of Job

The Maryland Department of the Environment is hiring for a Contractual Environmental Compliance Specialist III (Hazardous Materials Compliance Specialist). The incumbent will ensure compliance at hazardous materials transportation facilities and during en-route shipments in accordance with Maryland State regulations and applicable federal requirements. The Environmental Compliance Specialist III will provide roadside DOT enforcement emergency response professional technical assistance and regulatory oversight for transportation-related incidents involving the release or the potential release of regulated hazardous materials and substances. The incumbent will also support hazardous materials enforcement activities and incident mediation efforts statewide.(Potential Incumbents will be verified for eligibility and current certification requirements via MSP CVED the Commercial Vehicle Safety Alliance and FMCSA/ USDOT)


**This position will be primarily based in the Eastern Shore of Maryland. Counties include Cecil Kent Queen Annes Caroline Talbot Dorchester Wicomico Somerset and Worchester. Main reporting location will be the MSP Weight and Inspection Station in Vienna on RT50 and Delmar on RT 13.**


This position involves the following working conditions:

Exposure to uncomfortable or unpleasant surroundings including outdoor environments.

Must work outside in all weather conditions.

Exposure to hazardous conditions that may result in injury such as hazardous materials incidents/ exposures.

Working roadside next to moving traffic on major highways and secondary roads.

Physical demands such as lifting 50 pounds or more climbing ladders and carrying equipment.

Climbing into onto and under commercial vehicles. Lifting carrying and operating spill mitigation equipment. Donning personal protective equipment.

Required use of protective equipmentsuch as goggles gloves masks and etc. during routine field work and hazardous materials response.

The incumbent will be required to drive a State vehicle. If you hold an out-of-state drivers license you must provide a certified copy of your driving record from theissuing statesMotor Vehicle Administration at the time of hire. All individuals must maintain a drivers license with no more than 5 points on their driving record to operate a State vehicle.

MINIMUM QUALIFICATIONS

Experience:Six years of experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal non-coal and surface mining; air quality and air management control; solid wastemanagement; hazardous waste control; and oil pollution control.

may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science environmental science geology civil or environmentalengineering biology chemistry agronomy forestry or other related discipline and two years of experience performing environmental regulatory inspection or investigation work related to State federal or local regulation code or standardcompliance for four years of the required experience.

2. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university in earth science environmental science geology civil orenvironmental engineering biology chemistry agronomy forestry or other related discipline and two years of experience performing environmental regulatory compliancework in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal non-coal and surface mining; air quality and air management control; solid wastemanagement; hazardous waste control; and oil pollution control for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and NaturalResources field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

(Candidate MUST have these certifications due to the federal grant requirements for the position and time it would take to train someone who does not estimated 2-3 years to become fully certified.)

  • Current certification in North American Standard (NAS) Parts A and B through FMCSA/CVSA is required.
  • Current certification as a General Hazardous Materials Inspector through FMCSA/CVSA is required.
  • Current certification as a Cargo Tank Inspector through FMCSA/CVSA is required.
  • Current certification as an Other Bulk Package Inspector through FMCSA/CVSA is required.

DESIRED OR PREFERRED QUALIFICATIONS

Please note that your answers to the supplemental questionnaire must correspond to the information provided on your application to receive credit.

  • Experience serving as a Hazardous Materials Technician or as a functioning member of a hazardous materials response team.
  • Experience responding to hazardous materials incidents including mitigation containment or support operations.
  • Experience operating an emergency vehicle in the course of official duties.
  • Experience investigating or assisting in post-crash vehicle collision investigations including identifying pre-crash and post-crash vehicle defects.

This Position REQUIRES incumbent to have the following USDOT/ FMCSA Certifications and to be certified/ eligible to be certified by the Maryland State Police Commercial Vehicle Enforcement Division to conduct roadside DOT inspections and enforcement:

1) Current FMCSA North American Standard Part A Certification.

2) FMCSA North American Standard Part B Certification.

3) FMCSA General Hazardous Materials Inspector.

4) FMCSA Cargo Tank Inspector

5) FMCSA Other Bulk Package

**If not currently certified incumbent MUST obtain the CVSA Level VI HRCQ and Transuranic Waste Inspector Certification within 1 year of employment**

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

SPECIAL REQUIREMENTS

The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies. MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement regular and/or post-termination medical examination. MDE has determined that this position be part of the MMP; therefore applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment. The Maryland Department of the Environment or may be obtained at the Occupational Safety and Health Administration in this classification are subject to call-in and therefore will be required to provide the employer with a phone number where they can be reached.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program) have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.
