Job Summary

Project: Federal Agreements  

This 5620 position under general direction of the Deputy Manager VI Director of Federal Agreements and Acquisition Analysis will perform analytical tasks in support of negotiation and litigation pertaining to Federally regulated contracts/tariffs (Wholesale Distribution Tariff TO Tariff proceedings and negotiated settlements).

Essential Functions:

  • This position will provide analytical and policy support for negotiation and implementation of non-rate terms and conditions governing our Distribution facility interconnections under the WDT;
  • support and participation in implementation of terms and conditions established/amended by FERC decisions over time;
  • support for negotiations with PG&E; review and evaluation of filings before FERC e.g. Transmission Owner Tariff filings WDT filings; internal coordination for protests complaints testimony before FERC;
  • report to the Commission and Board of Supervisors related to disputes with PG&E;
  • develop  strategies for effective interactions with PG&E in order to support Powers priority of access to the distribution grid transition to City ownership of Transmission and Distribution assets and reasonable terms for interconnections at points of connection at service territory boundaries.
  • This position will also serve as Subject Matter Expert (augmenting the existing staff) for matters pertaining to the Citys Agreements with PG&E under the Wholesale Distribution Tariff and Acquisition of the distribution grid and transition to San Francisco Distribution Grid ownership.
  • Class 5620 performs other related duties as required.

Qualifications :

Education: A baccalaureate degree from an accredited college or university with major course work in natural sciences engineering environmental or resource planning or a related field; AND

Experience: Four years of verifiable work experience in environmental permitting and regulations; environmental investigations; environmental or other regulatory compliance; or environmental project management; or utility regulatory analysis.

License and Certification: Possession of a valid California drivers license.

Substitution:

A Masters degree in natural sciences engineering environmental or resource planning public policy economics or a related field may substitute for one (1) year of work experience.

A law degree may substitute for one (1) year of work experience.

A PhD in natural sciences engineering environmental or resource planning public policy economics or related field may substitute for two (2) years of work experience.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring

  • Experience in electric gas or water utility regulations; energy market tariffs and regulations; environmental permitting and regulations; environmental or other regulatory compliance; or utility regulatory analysis;
  • Experience preparing analyses supported by quantitative modeling;
  • Experience communicating and translating technical concepts to non-technical audiences;
  • Excellent communications skills.
