BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Following WFPs recent transition to a global HQ structure and the introduction of two-layer support model consolidating Chief Financial Officer branches and regional teams knowledge management has become more critical than ever. Ensuring that finance global community has the necessary competencies to meet current and future demands remains
a priority. This includes equipping staff with the required skillset through various learning and development initiatives.
Equally important is capturing organizing and sharing knowledge such as lessons learned and best practices to retain institutional expertise and make it accessible across the global finance function. These efforts strengthen operational capabilities and empower regional
and field offices to perform effectively.
To support these priorities the Financial Operations Service (CFOF) seeks to engage a Knowledge Management Consultant to lead initiatives that bridge skills gaps and enhance knowledge-sharing practices to ensure WFP finance teams globally are equipped for success.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Global Finance Field Support Coordinator or designate the Consultant will be responsible for (not limited) to the following tasks:
Lead the design and implementation of the finance functional Knowledge Management (KM) strategy and implementation Work Plan in alignment with knowledge management priorities agreed upon with the finance leadership and in alignment with WFP HQ KM strategy.
Explore opportunities to enhance CFO Divisions ability to retain generated knowledge by designing implementing and promoting the adoption of a knowledge one-stop platform (building on existing platforms such as WeLearn as other platforms).
Build and nurture relationships with business counterparts (i.e. other functional
divisions and external partners) to understand and anticipate the direction of the
business and ensure alignment and amendments to KM priorities.
Communicate KM objectives requirements and process flow to ensure common
understanding and prioritization for smooth implementation.
Lead coordination efforts counterparts within the global HQ and COs and opportunities and support for activities connected with the finance knowledge management initiatives.
Lead as the Finance knowledge management focal point in collaboration with stakeholders within and beyond the function for best practices ensuring alignment and knowledge sharing.
Support change management initiatives from the learning need perspective and in partnership with other functions to leverage available resources and expertise to promote a learning culture.
Propose change and continuous operational improvement that supports business capabilities by defining development needs and learning models and recommending solutions that would address learning gaps.
Establish learning and development key performance indicators for KM initiatives in the global function including coming up with data-driven analysis to inform decision-making.
Manage a team of staff providing coaching training and guidance to ensure appropriate development and enable high performance.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: An advanced degree in preferably in one or more of the following disciplines: Human Resources Learning & Development Information Sciences Political Sciences Sociology Economics Business Management Operations Management Development Studies and International Development or elated areas. Additional qualifications in financial management are desirable.
Experience: A minimum of 5 years of postgraduate progressively responsible on knowledge management initiatives.
Prior experience in developing e-learning training or capacity building.
Knowledge & Skills: Proven communication skills (written and oral)
Ability to work independently with minimal supervision and has
the initiative to propose or initiate activities to the benefit of the
team
Knowledge of WFPs Finance function and its Finance Strategy.
Proven project management and communication skills
Proficiency with Excel Word and PowerPoint Exposure to WFP
systems and excellent information technology skills (Microsoft
Office Package SharePoint Teams)
Experience of working with colleagues located dispersedly able
to build and maintain strong working relationships gaining trust
and mutual respect; being flexible responding to perspectives
and being assertive when appropriate
Excellent organizational skills. Ability to manage time and tight
schedules and work effectively under pressure. Using own
initiative with a creative approach to problem-solving.
Languages: Fluency (level C) in English language. Knowledge of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese will be an advantage
