Scope of Project

The NCDHHS Privacy & Security Office is launching a large-scale cybersecurity initiative involving technical security risk assessments and penetration testing across 100 counties. This initiative covers county IT infrastructure including servers desktops networks firewalls identity and access management multi-factor authentication VPNs security hardening procedures vulnerability management and patch management processes.

The Cybersecurity Risk Assessment Lead will design and conduct technical security assessments perform penetration testing activities develop standardized methodologies and templates manage assessment team workloads and ensure consistent high-quality execution across all counties. The role requires clear communication of complex technical security concepts to business leaders CMS and other stakeholders.

Responsibilities:

Lead and perform technical security risk assessments across county IT environments
Conduct internal and external penetration testing vulnerability identification and exploit validation
Develop repeatable assessment methodologies templates testing procedures and reporting formats
Manage and coordinate assessment team workloads schedules and deliverables
Create and maintain project plans timelines and progress reports
Communicate technical findings in clear non-technical language to business and executive stakeholders
Ensure alignment with industry frameworks and best practices
