Job Summary

ABOUT THE POSITION

The County of Riversides Transportation and Land Management Agency (TLMA) Transportation Department is currently recruiting for an Accountant Trainee/I/II. This position is assigned to the Transportation Equipment Division located in Riverside and plays a key role in supporting the financial operations of the division.

The selected candidate will be responsible for reconciling General Ledger accounts and resolving accounting discrepancies analyzing equipment history to determine replacement timelines and running reports to prepare equipment rates. Additional duties include monitoring and reconciling fuel activity maintaining controls over the fixed asset register for equipment approving fuel billing posting capital lease payments and updating and maintaining amortization schedules for equipment lease tracking. The role also involves preparing physical inventories and year-end schedules in accordance with procedures established by the Auditor-Controller assisting with the preparation of departmental quarterly financial statements and budgets and reviewing a high volume of invoices to verify accurate coding for two cost centers. The incumbent will also prepare infrastructure-related accounting support special projects as assigned by the Supervisor and contribute to the overall accuracy and integrity of the departments financial records.

Desired knowledge skills and abilities include knowledge of governmental accounting principles general ledger reconciliation fixed asset accounting and capital lease accounting; experience with financial reporting budgeting and audit preparation; strong analytical and problem-solving skills with the ability to resolve discrepancies and interpret complex financial data; proficiency in accounting systems and Microsoft Excel including the ability to generate and analyze reports; the ability to review and process a high volume of invoices with accuracy and attention to detail; effective organizational and time management skills to meet deadlines in a fast-paced environment; and strong written and verbal communication skills with the ability to work collaboratively with internal departments and external stakeholders.

The level at which the position will be filled is at the Departments discretion and is contingent on the candidates experience and qualifications.

Meet the Team!
The Transportation Department is responsible for planning designing funding building operating and maintaining all roads bridges and transportation facilities within the unincorporated County territory.

EXAMPLES OF ESSENTIAL DUTIES

Establish review revise and maintain controls on fiscal recordkeeping functions in an assigned unit.

Examine and analyze fiscal recordkeeping systems and procedures.

Examine analyze and verify fiscal documents (e.g. vouchers warrants requisitions purchase orders receiving records and invoices).

Prepare trial balances reconciliations work sheets and schedules.

Prepare a variety of accounting statistical and narrative reports.

Review evaluate and may assist in the preparation and maintenance of the budget and internal controls.

Prepare recommendations for the installation of new or revised accounting and cost systems procedures and records.

Analyze the classification and distribution of income and expenditures to proper accounts.

Develop complex rate or cost models.

Track report and reimburse routine federal or state grants.

MINIMUM QUALIFICATIONS

ACCOUNTANT TRAINEE ($29.62 - $41.09)
Education: Completion of 60 semester or 90 quarter units from an accredited college or university with a major in accounting or another field of study that included at least 18 semester or 27 quarter units in accounting finance auditing taxation financial reporting business finance financial statement analysis or external and internal reporting or closely related coursework.

Experience: Two years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.

Knowledge of: Basic accounting principles and practices; governmental accounting systems procedures and regulations; general business law terminology; general budgeting methods and the interrelationships of internal and external recordkeeping systems; accounting systems and procedures containing such items as expenditures revenues general ledger and related accounting procedures; legal requirements of County contracts agreements minute orders and resolutions.

Ability to: Learn the principles and procedures of governmental accounting; analyze data define problem areas and draw logical conclusions; examine and verify records; maintain and monitor control totals of primary accounting record sources and summarize and assimilate into reports and other accounting documents; communicate effectively both orally and in writing; establish effective working relationships.

ACCOUNTANT I ($31.25 - $43.35)
OPTION I
Education: Graduation from an accredited college or university with a bachelors degree in accounting or another field of study that included at least 18 semester or 27 quarter units in accounting finance auditing taxation financial reporting business finance financial statement analysis or external and internal reporting or closely related coursework.

OPTION II
Certification: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

OPTION III
Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting or another field of study that included at least 18 semester or 27 quarter units in accounting finance auditing taxation financial reporting business finance financial statement analysis or external and internal reporting or closely related coursework.

Experience: One year equivalent to the County of Riverside Accountant Trainee classification.

OPTION IV
Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting or another field of that study that included at least 18 semester or 27 quarter units in accounting finance auditing taxation financial reporting business finance financial statement analysis or external and internal reporting or closely related coursework.

Experience: Three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.

ALL OPTIONS
Knowledge of: Accounting principles and practices; general business laws and budgeting methods.

Ability to: Analyze data define problem areas and draw logical conclusions; understand and apply the principles laws and procedures involved in the accounting and auditing functions; examine and verify records; maintain records and prepare accounting statistical and narrative reports; establish and maintain effective working relationships; communicate effectively both orally and in writing.
Supplemental Information
EQUIVALENT TO ACCOUNTING TECHNICIAN refers to functioning primarily as a key assistant to a professional accountant or other management staff in a large organization; performing difficult and complex paraprofessional accounting work that required the use of a wide range and variety of basic accounting principles and procedures in the establishment and maintenance of an accounting system for a large organization; performing highly responsible and complex work in specialized/technical reviews; having final approval and control of complex and varied accounting records accounts or claims.

EQUIVALENT TO SUPERVISING ACCOUNTING TECHNICIAN refers to the planning coordinating and supervising of a large fiscal support unit in a large organization; performing a variety of program and administrative support duties for higher level positions which may have included the research analysis and interpretation of complex legislation or codes and the development of related financial program and/or operational changes.

ACCOUNTANT II ($32.97 - $45.74)
OPTION I
Education: Graduation from an accredited college or university with a bachelors degree in accounting or another field of study that included at least 18 semester or 27 quarter units in accounting finance auditing taxation financial reporting business finance financial statement analysis or external and internal reporting or closely related coursework. (One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.)

Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.

OPTION II
Certificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.
ALL OPTIONS
Knowledge of: Accounting principles and practices; principles and procedures of governmental accounting; general business law and budgeting methods; principles of good office management and effective supervision; computerized data processing.
