The City of Medford is seeking a Police Chief to serve as the Citys senior public safety leader and chief law enforcement executive. Reporting to the City Manager the Police Chief sets department priorities provides strategic direction and oversees operations and long-term planning. This role works closely with City leadership and community partners to build trust strengthen readiness for critical incidents support employee development and performance expectations and advance modern practices that improve service delivery. Required Education and Experience:

  • Graduation from high school or GED equivalent; and
  • Ten (10) years of progressively responsible experience as a sworn police officer with five (5) years of progressively responsible experience as a police supervisor.
  • Bachelors degree in criminology law enforcement public administration business administration or other specific area of study as deemed applicable may substitute for two (2) years of work experience.
  • Masters degree in criminology law enforcement public administration or another specific area of study as deemed applicable may substitute for four (4) years of experience.

Required Certifications:
  • Management certification by the Oregon Department of Public Safety Standards and Training (DPSST) or state equivalent.
  • Ability to obtain the Executive certification by the Oregon Department of Public Safety Standards and Training (DPSST) within one year of appointment.

Preferred Qualifications:
  • Completion of FBI National Academy Southern Police Institute Police Executive Research Forum (PERF) or similar public safety executive leadership program.

Available Schedule:

  • Typically standard business hours with flexibility to meet operational needs. This position is on call 24/7 and must be available to respond to major incidents including evenings weekends holidays and during inclement weather as required.

Directly related experience and qualifications will be evaluated alongside others who perform work of comparable character as required by Pay Equity Law. Six steps are included in this salary range allowing opportunity for annual movement through the steps.

Examples of Job Duties

Essential Functions of the Position:

  • Oversees directs and participates in all activities of the Police Department including short and long-range planning development and administration.
  • Plans and analyzes the operational and service demands of the Department and reviews/evaluates Department programs and implements improvements.
  • Directs the Citys law enforcement and crime prevention program; directs maintenance of police records the assignment of personnel and equipment and authority.
  • Performs administrative duties which may include:
    • Developing and administering the Department policies and procedures.
    • Preparing and administering Department budget.
    • Directing the development and execution of the Department training program.
    • Participating in labor negotiations and administering the labor agreement.
  • Supervises staff including assigning work scheduling providing guidance employee development hiring disciplinary recommendations etc.
  • Conducts performance management reviews and evaluations of direct reports.
  • Serves as a spokesperson for the Police Department at a variety of community events meetings and other public relations activities.
  • Evaluates major incidents or situations and determines the necessary action to ensure an efficient and expedient resolution including ensuring the determined course of action is carried out by designated command officers in a timely and efficient manner.
  • Represents the Police Department to other City departments elected officials and outside agencies; explains and interprets departmental programs policies and activities; negotiates and resolves significant and controversial issues.
  • Establishes and maintains effective relationships with other public safety agencies City departments business community special interest groups and the general public.
  • Conducts a variety of departmental organizational and operational studies; recommends modifications to programs policies and procedures as appropriate; prepares reports for the City Manager and state and federal agencies.
  • Monitors changes in laws regulations and technology that may affect City or departmental operations; implements policy and procedural changes as required.
  • Participates in and makes presentations to the City Council and a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of law enforcement.
  • Maintains proficiency by attending training conferences meetings etc.
  • Must be honest and truthful in all tasks and responsibilities.
  • The scope of the assigned area will depend on the departmental structure and is the discretion of the City Manager.

Work Environment & Physical Demands:
The work environment in this role is typical of an office with regular noise distractions standard lighting and climate control. The role requires occasional exposure to field conditions including inclement weather (heat cold rain) when responding to or managing major incidents. The position is on-call 24/7 requiring immediate travel to high-stress potentially hazardous or hostile environments such as crime scenes or disaster areas. This operational readiness may expose the employee to weapons fire loud noises traffic hazards and direct interaction with upset hostile or abusive individuals.

To perform this job successfully an individual must be able to satisfactorily perform each essential duty. This position requires physical stamina for extended periods of standing walking and sitting as well as the agility to crouch bend stoop twist turn and balance. The employee will regularly operate various office equipment and require high manual dexterity for tasks ranging from equipment operation weapons fire to report writing. The employee must be able to lift up-to 49 pounds independently and 50100 pounds with assistance. Additionally be able to react quickly navigate obstacles run short distances and manage physical altercations if necessary. Good eyesight and hearing are required.
