Position details
To lead the identification design and coordination of learning and development needs arising from the transition of the legacy Joint Personnel Administration (JPA) system to Oracle Fusion. The postholder will ensure that end-users across Defence are equipped with the necessary knowledge skills and support to operate effectively within the new system environment
Unit Function
Defence HR Service Change Programme and delivery of Oracle Fusion Software as a Service.
Responsibilities
The role includes although is not limited to:
- Conduct a comprehensive training needs analysis (TNA) across stakeholder groups impacted by the system upgrade.
- Collaborate with HR IT and programme teams to map learning requirements to system functionality and business processes.
- Design and commission learning interventions (e.g. e-learning workshops job aids) tailored to user roles and system touchpoints.
- Develop and maintain a learning delivery plan aligned to programme milestones and change management activities.
- Liaise with Defence Learning & Development teams and external training providers to ensure quality and consistency.
- Monitor and evaluate the effectiveness of training delivery and user readiness reporting progress to the programme board.
- Support the development of post-implementation learning resources and continuous improvement feedback loops.
Accountability
Accountability for this role will depend on the rank of the successful candidate; it is likely to be one of the SO1 Delivery Leads with the Second Reporting Officer being one of the CS DefHRS Deputy Heads.
