Job Summary

1. SUMMARY

The NATO Representation to Ukraine (NRU) facilitates political and military dialogue and cooperation between the Alliance and Ukraine as well as coordinating NATOs practical support to Ukraine.

The Comprehensive Assistance Package (CAP) is the principal framework within which NATO provides practical support to Ukraine to bolster its defence capabilities and to cover emerging battlefield related requirements. As such CAPis a key tool to achieve full NATO interoperability and to ensure Ukraines transition to NATO standards.

The Project Manager for the CAP for Ukraine oversees the design and execution of multi-year projects under the CAP. This includes providing day-to-day guidance to the Project Team ensuring projects remain on track and delivering results in accordance with established goals. The role requires developing and managing assigned CAP projects and activities in close coordination with the Ukraine Cooperation and Transition (UCT) Section NATO HQ.

This role is located within the NRU in Kyiv Ukraine and reports to the Head of CAP Section NRU.

Since the beginning of the war in Ukraine the country is rated by the NATO Office of Security as an extreme risk location. This means that special security measures apply for people assigned or traveling there which includes restrictions on movement and on accommodation. Moreover it is essential that NATO International Civilians receive Civilian Pre-deployment Training (CPDT) or similar training such as Hostile Environment Awareness Training (HEAT) before taking up the assignment or prior to travel.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

possess a university degree from an institute of recognised standing preferably in the fields of economics political science international relations security studies management finance or another relevant discipline;

have at least 4 years of experience in project management;

strong knowledge of budget and financial aspects of project management;

demonstrate strong team-building skills by fostering collaboration inclusivity and a supportive work environment to enhance overall team effectiveness.

have a well-developed understanding of the overall political context of NATOs relations with Ukraine and Ukraine-related political and security-policy issues;

possess the following NATOs official languages (English/French): V (Advanced) in English; and I (Beginner) in the other;

DESIRABLE

The following would be considered an advantage:

previous experience of working in a multi-national organization diplomatic mission or national government or military including in programme/project management roles.

previous field experience in a crisis management operation

knowledge of Ukrainian would be an additional asset.

a higher level of the other NATO official language.

3. MAIN ACCOUNTABILITIES

Expertise Development
Apply expertise in project management by interpreting existing policies and advising others on best practices. Employ and maintain standard project management tools aligned with international standards such as project plans risk registers and mitigation plans.

Financial Management:
Ensure and oversee the planning management and effective monitoring of project-related budgets in line with NATOs financial regulations. Ensure projects are executed within agreed timelines and available budgets.

Policy Development
Provide strategic advice on Ukraines defence transformation and reform particularly regarding force development and NATO integration. Support the adaptation and implementation of Ukraines National Defence Plan ensuring coherence with NATOs defence and security priorities. Contribute to the Annual National Programme (aANP) yearly assessments working closely with NATO HQ UCT and the NRU Political Section. Promote transparency and modernisation in Ukraines defence planning identifying and developing CAP-funded projects and ensuring alignment with NATOs broader security objectives.

Representation of the Organization
Represent the NATO Representation to Ukraine (NRU) in meetings with high-level Ukrainian authorities allies and international partners including the European Union Delegation and Advisory Mission in Kyiv. Participate in conferences and activities to strengthen partnerships and support Ukrainian reform.

Knowledge Management
Initiate the research and collection of data to support knowledge management systems. Develop and produce regular reports to enhance NATO HQs situational awareness and facilitate informed decision-making.

Planning and Execution:
Tailor work plans to meet specific requirements and ensure the successful execution of CAP projects while maintaining flexibility to navigate transitions and uncertainty within a dynamic work environment. Proactively identify and communicate potential issues with project implementation ensuring corrective measures are taken as needed.

Policy Development:
Develop and implement an integrated Monitoring Evaluation and Learning (MEL) framework for the CAP programme. Initiate formulate or amend policies within the specific field of project management and oversight.

Project Management:
Lea Project Teams and manage assigned CAP projects in close coordination with UCT Section NATO HQ. Identify analyse design and contribute expertise to small and medium-sized projects and programmes ensuring team cohesion and collaboration to achieve project goals.

Stakeholder Management:
Liaise with Ukrainian NATO and Allied stakeholders involved in the implementation of the CAP. Coordinate with contracted providers of goods and services as required to support project objectives. Within the team identify potential key stakeholders for project or task activity while promoting a team-oriented approach to drive effective engagement and outcomes

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

The incumbent reports to the CAP Coordinator NRU and works closely with Ukrainian NATO and Allied stakeholders involved in implementation of the CAP. The incumbent also liaises with colleagues at NATO HQ within the UCT Section sitting in the Defence Security Cooperation Directorate (DSCD) in the Operations (OPS) division.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of one year; possibility of renewal for up to two years.

Contract clause applicable:

This post is required for a limited period to support the CAP project. As employment in this post is of limited duration the successful applicant will be offered a definite duration contract of one years duration which may be renewed for a period of up to 2 years if required to support this project.

If the successful applicant is seconded from the national administration of one of NATOs member States a one-year definite duration contract will be offered which may be renewed for a period of up to 2 years if required to support this project and subject also to the agreement of the national authority concerned.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
