POSITION SUMMARY:

The position is responsible for the monitoring and control of vertebrate and invertebrate pests affecting human health or urban forest health within City limits. This position will assist in the supervision leadership program planning and scheduling of work teams engaged in activities of the various Pest Control position reports to the Supervisor of Pest Control.

This position provides administrative support work in the Urban Planning and Building Divisions. This position is responsible to provide customer service to internal and external customers and to prepare correspondence and reports. This position reports to the Secretary II.

DUTIES AND RESPONSIBILITIES:

  • Assists with development and implementation of Pest Control programs.
  • Conducts literature research and provides recommendation for the best practice on the interaction of local wildlife and city. Including but not limited to best practice strategies for humane control relocation and/or rescue activities for local wildlife.
  • Conducts best practice research enforcement and implementation of controls associated with the management of various regulated vertebrate pest populations.
  • Locates harbouring areas provides solutions and control of vertebrate and invertebrate pests.
  • Provides emergency service for small to medium sized wildlife in City limits as required.
  • Assists with coordination and monitoring of all herbicide programs.
  • Assists the Entomology Research Analyst in the identification assessment diagnosis and control of insect and disease organisms within the urban forest.
  • Provides supervision scheduling and training of employees within the Policy Guidelines as required.
  • Inspects public and private trees to identify pests and disease occurrences to protect the urban forest.
  • Live traps removes vertebrate pests dead/alive and disposes or relocates of them in a humane manner.
  • Maintains accurate records of programs and statistical information.
  • Prepares reports surveys and maps of numbers and locations of pest infestations.
  • Attends meetings and provides reports as requested.
  • Provides information to residents institutions industries local government officials and other interested groups on the control and prevention of pests as required.
  • Follows all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
  • Performs related duties as required.

QUALIFICATIONS:

Knowledge Abilities and Skills:

  • Knowledge of various Federal & Provincial Acts & Regulations and Municipal Bylaws including their enforcement in relation to all Pest Control program areas.
  • Knowledge of the rules and regulations of the Provincial Occupational Health and Safety Act.
  • Demonstrates ability to conduct best practice literature search towards practical implementation of a leading best practice towards vertebrate animal control.
  • Knowledge and understanding of the principles of Integrated Pest Management (IPM) philosophy.
  • Thorough knowledge of control practices and techniques with vertebrates and invertebrates.
  • Knowledge of bylaw enforcement procedures.
  • Ability to collect analyze interpret and input data; recommend and provide control strategies.
  • Ability to schedule work crews efficiently.
  • Ability to work in all types of conditions and various shift times as may be required.
  • Ability to follow all safely precautions prescribed in the use of pesticides and in the handling of wild vertebrates.
  • Ability to express oneself effectively verbally and in writing.
  • Ability to co-ordinate and maintain operational inventory of equipment material and supplies.
  • Ability to deal tactfully and courteously with other civic workers and the public.
  • Ability to work independently and within a team.
  • Skill in the use and application of biological and chemical control products.
  • Skill in the placement of rodent bait stations traps and tools.

EDUCATION AND EXPERIENCE:

  • Post-secondary degree in related to biological sciences wildlife management IPM or a related post-secondary education including proven knowledge in Entomology Plant Pathology vertebrate and invertebrate Biology
  • Additional certification in WHMIS and Boat Safe are also a requirement of this position.
  • Must possess a valid certificate endorsement license or degree from a tree pruning course as identified by the Province of Saskatchewan Dutch Elm Disease Regulations.
  • Miniumum of two (2) years experience in vertebrate and invertebrate pest management tree identification and tree disease diagnostic experience.
  • Demonstrated experience in the supervision of work crews.
  • Demonstrated skill and extensive experience (5 years minimum) in the safe and responsible use of firearms.

WORKING / OTHER CONDITIONS:

  • Must possess a valid Class 5 Drivers Licence.
  • Must possess a valid Firearm Possession & Acquisition Certification (PAL).
  • Must possess Pesticide Applicator Licenses including Landscape Mosquito & Biting Fly and Structural classes or others that may be required by Provincial regulations.
  • Required to work with a variety of pesticide control products and materials.

Additional Requirements:

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Reginas Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies skills and knowledge.
