The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Legal Compliance and Policy Specialist with the Legal and Legislative Services (LLS) Team.
The Legal Compliance and Policy Specialist is responsible for the following:
This position focuses on legislative and policy issues including VITAs compliance with legislative budgetary and policy requirements and related oversight.
Working with others in VITA this position helps develop and recommend implementation of policy programmatic budgetary regulatory planning procurement measurement and fiscal initiatives with statewide impact.
This role participates in the review and analysis of VITAs business issues and the development and implementation of strategic solutions.
Researches drafts and reviews required reports to the General Assembly Governors Office and internally.
Collaborates with others in VITA to monitor and manage VITAs interactions and relationships with the General Assembly the Office of the Attorney General the Governors Office and related stakeholders.
This role is part of the LLS team that:
(1) Analyzes and handles FOIA COIA contractual and other policy analysis and compliance.
(2) Researches drafts and reviews required reports to the General Assembly Governors Office and internally.
(3) Tracks and analyzes legislative changes and develops proposals.
Works with others in VITA to develop gather and analyze the data necessary to assess and communicate regarding VITAs implementation of requirements and recommendations and other business goals how VITA policies and operations comply with applicable laws and policies and how VITA can assist customer agencies in demonstrating their compliance with federal and state obligations.

Minimum Qualifications
Considerable experience in compliance or policy analysis at the federal state or local government level.
Considerable experience effectively and concisely communicating in written and spoken word to varying audiences including executives and policymakers.
Considerable experience providing clear review and analysis of complex policy legislative/regulatory strategic and operational issues within a deadline; identifying problems and developing multiple solutions and options in a collaborative fast-paced environment; and drafting reports policies responses to audit recommendations and other documents.
Considerable experience monitoring coordinating information and communicating regarding multiple requirements and objectives.
Considerable knowledge of the legislative and budgetary processes at the state level the operations and processes of the Virginia General Assembly and its committees and commissions auditing and oversight within state government and the structure operations and processes of the The Executive Branch of Virginias government in particular.
Considerable knowledge of general laws governing state agencies such as the Virginia Freedom of Information Act (FOIA) the Public Records Act the State and Local Government Conflicts of Interest Act (COIA) the Government Data Collection and Dissemination Practices Act and the Virginia Public Procurement Act.
Considerable experience interpreting and evaluating regulations policies audit reports and legal documents and analyzing compliance requirements in a wide range of operational and organizational environments.
Considerable computer skills (Microsoft Office and/or Google products) and internet-based researching capabilities.
Considerable experience successfully managing multiple projects on a deadline.
Additional Considerations
Experience with information technology cybersecurity intellectual property and privacy laws and policies.
