Role Description:
As a Technical Project Lead for PermitSF you serve in a key project leadership role and support the implementation of permitting software and associated business process improvements across multiple city agencies. You will work closely with permitting staff department leaders and technical teams to ensure the successful delivery of project milestones facilitate decision-making and promote adoption of new workflows and tools.
Essential Functions Include:
- Stakeholder Engagement: Build strong trust-based relationships with permitting staff agencies technical staff and leadership across departments such as the Department of Building Inspection Fire Public Works Planning and Department of Public Health among others.
- Workflow Analysis & Redesign: Conduct interviews and workshops to document current workflows and product requirements. Identify inefficiencies and propose alternative processes based on best practices and user needs.
- Project Management:. Lead and manage the technical workstreams for the PermitSF implementation. Develop and maintain technical project plans manage technical risks and dependencies track progress and ensure timely delivery of the project.
- Facilitate Decision-Making: Prepare clear options and trade-offs to support timely decisions. Escalate issues appropriately to maintain momentum.
- Continuous Improvement: Identify and resolve issues optimize processes and propose scalable solutions that enhance user experience and product performance.
- Complex Systems Integration & Engagement: Serve as a senior technical authority for complex systems integration ensuring continuous interoperability between the permitting software and dissimilar City platforms data warehouses and departmental systems (e.g. DBI Fire Planning). Build trust-based relationships with agencies technical staff and leadership to gather necessary technical requirements and facilitate the integration process.
- Technical Consultation & Change Leadership: Provide expert-level technical consultation and guidance to stakeholders and departmental leaders on technical feasibility design trade-offs and system performance. Support staff through technical transitions by communicating clearly regarding the new systems supporting specialized training needs and managing technical expectations to meet product goals.

Qualifications :
Minimum Qualifications:
- An associate degree in computer science computer engineering information systems or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units i.e. at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field.
AND
- Three (3) years of experience analyzing installing configuring enhancing and/or maintaining the components of an enterprise network. This experience must include at least one (1) year of experience in technical project management product management or the launching of enterprise software products.
Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units
Desirable Qualifications:
- Demonstrated experience in technical project management or product management particularly related to the implementation of large enterprise applications.
- Familiarity with Agile development methodology and iterative development cycles.
Nature of Work
The incumbent must be willing to work on-site in San Francisco on site five (5) days a week with the possibility of one (1) day remote for a total of 40 hours as determined by the department. Travel within San Francisco may be required.
