Summary

The HIM Freedom of Information (FOI) Analyst manages complex and sensitive FOI requests related to specialized health records including services such as BC Corrections. The role ensures full compliance with the Freedom of Information and Protection of Privacy Act (FOIPPA) coordinating high-volume multi-source records and applying appropriate legislative exemptions. The Analyst liaises with applicants legal counsel specialized institutes and Health Authority stakeholders to clarify requests assess legal and security risks and support informed disclosure decisions. The position also prepares materials for Information and Privacy Commissioner reviews and provides expert guidance to HIM leadership on complex or emerging FOI issues.

What You Bring

Education:

  • A level of education training and experience equivalent to a Diploma in a relevant field such as Information Management Privacy Information Access Public Administration or other related discipline
  • One to two years experience performing analytical work and interpreting and applying Freedom of Information/Privacy legislation policies and directives.

Your Day to Day:

  1. Reviews analyzes and prepares responses to complex sensitive and non-routine FOI clinical information requests within legislated timelines.

  2. Assesses the nature scope and jurisdiction of FOI requests determining whether they fall within HIM a specialized institute (e.g. BC Corrections) or another public body.

  3. Examines records to identify applicable mandatory or discretionary FOIPPA exceptions ensuring legal security and risk considerations are addressed prior to disclosure.

  4. Interprets and applies FOIPPA and related legislation severing records as required in accordance with statutory requirements.

  5. Escalates complex or high-risk issues to the Regional Manager or senior leadership when extraordinary circumstances arise.

  6. Acts as a liaison with the Office of the Information and Privacy Commissioner for reviews complaints and mediations including preparation of supporting documentation and briefing materials.

  7. Communicates directly with applicants and legal counsel to clarify requests explain the FOI process and narrow or refine scope where appropriate.

  8. Collaborates with stakeholders to identify complexities gather records assess resource needs coordinate responses and manage time extensions or phased releases.

  9. Prepares and defends disclosure decisions in consultation with management legal and risk advisors including fee assessments and estimates under the Act.

  10. Maintains comprehensive case documentation manages an independent caseload contributes to policy and training development and educates staff on FOI obligations and adequate search requirements.
