Description of Work

The North Carolina Division of Public Health (NC DPH) is seeking an experienced and visionary leader to serve as Vital Events Process Manager (Program Supervisor II) for the Vital Event Registration and Amendments Program within the North Carolina Office of Vital Records (NCOVR). This position provides strategic and operational leadership in full support of the NCOVR Director and State Registrar and plays a critical role in transforming the States legacy vital records processes into a modern efficient and fully electronic operating environment.

The Vital Events Process Manager serves as a primary representative of NCOVR and engages routinely with DPH executive leadership DHHS IT leadership and technical teams State Center for Health Statistics colleagues internal NCOVR management and staff and a broad range of external business partners. The successful candidate must bring strong systems thinking process improvement expertise and the ability to lead organizational change in a complex and high-stakes environment while maintaining a customer service orientation.

The Vital Events Process Manager oversees two (2) unit supervisors and establishes program-level Key Performance Indicators (KPIs) SMART goals and performance measurement tools to drive accountability and continuous improvement.


Key Responsibilities

The Vital Events Process Manager provides leadership across the entire vital event registration lifecycle including:
- Building strong trust-based relationships with vital records registration partners statewide.
- Interpreting and applying complex technical legal and operational requirements related to vital event reporting and registration.
- Re-engineering business processes to reduce manual work streamline data flow and strengthen data governance.
- Designing and implementing a comprehensive data quality assurance framework to ensure timely complete and accurate vital statistics.
- Leading staff development and skill-building to support modernization and electronic records management.
- Establishing a Tier II technical assistance and registration oversight unit to support the NCOVR Partner Services Program.
- Assessing the capabilities of the electronic registration system and guiding enhancements that improve data quality and operational performance.
- Coordinating partner engagement to improve reporting timeliness and accuracy across birth death fetal death and marriage/divorce registration.
- Serving as the primary liaison to CDCs National Center for Health Statistics and to NAPHSIS to remain aligned with national standards innovations and best practices.
- Work closely with Order Fulfillment Delayed Registrations and Fraud and Security
- Identifying and recommending statutory or regulatory changes that strengthen compliance with National Vital Statistics System and Public Health Accreditation Board requirements.

Leadership in Organizational Transformation

A core responsibility of this role is leading NCOVRs strategic transition from paper-based to fully electronic vital event registration. This requires a leader who can:
- Develop and execute a multi-year modernization strategy.
- Apply structured change management methods.
- Build consensus across internal and external stakeholders.
- Engage partners statewide to adopt and sustain electronic registration processes.
- Implement operational improvements that improve turnaround accuracy and customer service.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $58613.00 - $102574.00

Recruitment Range: $58613.00 - $61800.00

About Vital Records:

N.C. Vital Records is part of the DHHS Division of Public partnership with county registers of deeds offices local health departments and birthing facilities throughout the state we are responsible for recording North Carolinas vital events. This includes responsibility for legally registering all births deaths fetal deaths marriages and divorces which occur in North Carolina; coding these events for statistical purposes; maintaining these records; and providing certified or uncertified copies to individuals researchers and public health programs.
