1. INTRODUCTION
The Vice Chancellor of Administrative Affairs serves as the chief administrative officer for the College and is responsible for planning organizing and directing all the administrative support program areas. Supports the colleges mission goals and strategic plan objectives as well as academic direction by providing high-quality administrative services and support.
These services include but are not limited to managing the institutions overall management process budgetary and financial management human resources management procurement and property management facilities and grounds management auxiliary services campus security workplace health and safety and physical facilities planning of both repairs and maintenance and capital improvement projects Develops long and short-range financial plans for the institution. Is responsible for the economic stability of the college which includes all sources of funds including General Special Revolving Federal and Private Gift and Donations
2. DUTIES AND RESPONSIBILITIESOverall Management Processes
Plans organizes directs and supervises staff in the Business Office Human Resources Operations and Maintenance Information Technology Campus Public Safety and Auxiliary Services divisions. With the assistance of unit heads assigns job duties and responsibilities coordinates staff development/training activities and evaluates/reviews work performance.
Coordinates program reviews and assists with the development of the accreditation self-study long range development plan (LRDP) organizational and capital improvement plans and the ongoing review/revision of college policies procedures and regulations.
Meets with College faculty staff and students University staff community members and representatives from other agencies to assist with the implementation of activities in compliance with University and campus policies and procedures.
Develops edits and reviews all contracts memoranda of agreements/understanding for the college. Responsible for risk assessment of all activities in the college. Communicates with the Universitys Office of General Counsel Office of Procurement and Real Property Management and the Office of the Vice President of Community Colleges to ensure all applicable Federal State County University of Hawaii and Maui College rules laws directives policies and procedures are followed.
Budgetary and Financial Management
Coordinates the development of budgetary plans and the preparation of the Colleges operating and capital improvements budget; develops spreadsheets pivot tables and financial statements that provide analysis and evaluation of budgetary requests and participates directly in the formulation of recommendations by meeting regularly with Administration unit heads division chairs faculty senate and college council.
Directs the preparation of legislative testimonies special reports and detailed budgetary recommendations; serves as a resource staff for testifying College officials.
Develops budgetary requirements and expenditure plans for all units within the program supervised and ensures implementation of approved plans; assists other programs within the College with budgetary and expenditure preparation and implementation. Administers the Colleges procurement process to ensure adherence to University State and Federal policies and procedures; investigates evaluates and resolves major procurement and property management problems; ensures proper and accurate inventory management and control; reviews and updates the Colleges fiscal policies and procedures in the areas of purchasing disbursing payroll cashiering accounting and property management operations.
Human Resources Administration
Directs the Colleges human resources functions to ensure compliance with established policies regulations collective bargaining contracts etc.; oversees recruitment labor relations fringe benefits collective bargaining rules and regulations and position classifications.
Meets with employees union representatives and the general public to discuss issues and concerns related to human resources administration.
Reviews and approves human resource transactions relating to appointments performance evaluations leaves disciplinary actions etc. of staff within the Administrative Services program.
Coordinates the Colleges workers compensation and employee benefit programs.
Facilities Maintenance and Capital Improvements
Directs the development of the repair maintenance and capital improvement budgets for the College subject to approval of the Chancellor.
Develops and implements a preventive maintenance program to reduce the need for major repair and maintenance projects; directs and develops plans and schedules of repair and maintenance and capital improvement projects; ensures the condition of facilities is compatible with program requirements and meets all building regulations and OSHA standards.
Develops and directs the implementation of a renewable energy and conservation program to ensure the effective production and efficient use of energy on campus.
Directs the Colleges regular maintenance program including building and grounds maintenance to ensure the campus meets all health and safety standards.
Campus Public Safety
Oversees the Colleges public safety programs and services which include campus security emergency response and environmental health and safety. Evaluates the Colleges related plans and procedures and recommends improvements where necessary. Responsible for the Colleges compliance with the Clery Act and serves as the Administrative Liaison on the Campus Safety and Operations Committee.
Auxiliary Services
Directs the Colleges auxiliary services to include telecommunications traffic parking vendor contracts leases facilities use and other community or business relationships or arrangements. Evaluates auxiliary services procedures and recommends improvements where necessary.
Other Duties as Assigned
Responsible for other functions as may be required by the Chancellor.
In the absence of the Chancellor the Vice Chancellor may assume responsibilities normally assigned to the Chancellor.

5. Direction and Review of Work ReceivedWork is reviewed by the Chancellor for the results achieved.
6. Contact and RelationshipsPosition represents the College on the system committees and community agencies. Serves on the Chancellors senior administrative team and on the College Council.
