The Virginia Department of General Services (DGS) is seeking an experienced executive to lead its Division of Purchases and Supply (DPS). This is one of the senior chief procurement officer positions in the compliance with the Virginia Public Procurement Act and Code of Virginia the DPS Director provides procurement oversight of approximately $6 billion in annual purchases by State agencies and political subdivisions for non-technology materials equipment supplies and services. This position interacts with public and private sector executives throughout the Commonwealth in formulating public procurement regulations. The DPS Director is responsible for the operations of the Division that includes; the Commonwealths statewide electronic procurement system (eVA) Virginias one-stop e-procurement marketplace with $13.3 billion in net spend in FY25; Sourcing & Contracting Statewide contracts that leverage Commonwealth buying power contracts that extend Commonwealth savings to localities higher ed and political subdivisions; Virginia Distribution Center (VDC) Cooperative warehouse offering 1000 high-quality items onsite QA lab; Virginia Institute of Procurement (VIP) Training through the annual Public Procurement Forum event and state procurement certifications that build a world-class public-procurement workforce; Policy Consulting & Review (PCR) Interprets VPPA establishes the procurement regulations provides agency delegations when appropriate raining to agencies conducts agency reviews; Surplus Property Management responsible the policy and disposition surplus assets for maximum return and transparency. Responsible for an annual budget of approximately $75M and is responsible for over 100 full-time employees.
