Job Summary

Introduction

The Maryland Department of Labor is looking for a dynamic Administrator I who can provide assistance to justice involved individuals visiting American Job Centers and behind the fence. The ideal candidate has experience working with current and/or previously justice involved preferably in the areas of education and/or workforce development. The ideal candidate should have the ability to work independently and as part of a team to locate and provide assistance and resource to those with barriers to employment to assist in their transition to self-sustaining employment.

Frequent travel may be required and a State vehicle may not always be available.Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

The main purpose of this position is to develop and administer connections between American Job Centers (AJC) businesses and correctional facilities for an assigned geographical area to produce a credentialed skilled work force benefiting workers and employers. Assist returning citizens in reentry into the workforce in self-sustaining occupations.

POSITION DUTIES

  • Provide information to individuals who are re-entering communities on resources and services including but not limited to expungement workshops traffic assistance Federal bonding program child support and modification earned benefits document replacement career training career counseling and assessments job search tools job search assistance resume writing clothes referrals homeless navigator assistance and TABE/survey of offender barriers to employment.
  • Interface with the American Job Center staff as to the services rendered at the centers.
  • Connecting returning citizens to staff program and services within the local American Job Center and community.
  • Work with local AJC staff to identify potential job matches for returning citizens.
  • Sharing labor market information with returning citizens to enable informed decisions on labor trends and economic conditions.
  • Referring job seekers to training and/or supportive services to improve their job readiness by utilizing community training and educational resources. Interface with local businesses to connect returning citizens to fill jobs and/or apprenticeship opportunities in the local area.
  • Contacting the business community to share information and promote skilled returning citizen for employment.
  • Troubleshooting employer problems and/or complaints concerning returning citizens and how the population can benefit the business.
  • Attending business organization seminars and other meetings to promote returning citizens;
  • Promote recruitment activities with local businesses to provide assistance.
  • Providing labor market information to new and existing businesses.
  • Provide a boots on the ground assessment for program staff at Baltimore County AJC.
  • Coordinate activities with other government agencies and institutions to facilitate the connection of services and resources for reentrants.
  • Coordinate Reentry Transition;
  • Provide information and support in identifying necessary documents for employment; and information on AJC services.
  • Register prerelease clients on the Maryland Workforce Exchange.
  • Bring together stakeholders who could offer assistance and resources to help offenders/formerly incarcerated individual to become productive citizens reduce recidivism and victimization.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred not required. However if you have this experience it must be detailed in the job duty section on your application.
At least one year of experience working with persons convicted and/or imprisoned for a crime.
At least one year of experience with re-entry programs and services.
At least one year of experience in business outreach.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

Leave Benefits

Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year depending on seniority as well as six personal days each calendar addition the State offers eleven paid holidays and fifteen days of sick leave per year.
