Job Summary

Job Summary

Under direct/general supervision of the associate dean of transitional studies and student grant center the re-entry navigator is responsible for planning and managing programs and support services to formerly incarcerated and justice-involved students transitioning into community education and career opportunities. This position will provide outreach to potential students assistance with application and financial aid processes and referral to and connection with community resources. The re-entry navigator will also provide collaborative advising to support student retention and successful program completion.

Essential Functions

Community Engagement & Outreach

  • Perform regular outreach with regional and local community correction offices community corrections officers reentry centers community reentry staff and community agencies to increase access to educational opportunities available to justice-impacted individuals including bi-monthly office hours at reentry centers.
  • Engage in outreach with incarcerated students utilizing kiosks and coordinating with facility education navigators to support education reentry plans and support navigation of two- and four-year colleges and apprenticeships.
  • Utilize the department-provided monthly education assistance data report to identify individuals close to release or in partial confinement and engage in outreach and provide education resources as needed.
  • Participate in board navigator meetings the department re-entry navigators meetings and other trainings/meetings as assigned to facilitate sharing information resources and best practices to enhance the effectiveness of the navigator program.

Direct Student Support & Tracking

  • Monitor and respond to referrals from facility education navigators community corrections officers reentry centers and community reentry staff in a timely manner to facilitate a seamless transition for justice-impacted individuals.
  • Provide comprehensive assistance to justice-impacted individuals including support with enrollment financial aid career planning referrals to apprenticeship programs and other support services within higher education systems including two- and four-year colleges.
  • Connect and co-enroll participants in other support services available at the college including when eligible Basic Food Employment and Training WorkFirst Worker Retraining and services provided under the Workforce Innovation and Opportunity Act.
  • Collaborate with the DOC reentry staff to support justice-impacted individuals in housing and additional reentry support.
  • Facilitate peer-mentoring programs and student support groups made up of formerly incarcerated and justice-involved students and alumni.

Reporting and Documentation

  • Track engagement enrollment progression and completion outcomes for all program participants and report quarterly.
  • Document case notes of navigation services provided to individuals under DOC supervision including in-person and virtual encounters in OMNI including Chronos and Scorecard regularly.
  • Assume other duties as assigned to support and ensure the success of the program including but limited to appropriate student program coding in ctcLink.

Qualifications

Minimum Qualifications:

  • A bachelors degree and two years of professional experience in education social services or family and community services; or an associate degree and four years of experience in education social or human resources services or six years or more of experience in education social or human resources services.
  • Demonstrated ability and experience working effectively in teams.
  • Demonstrated ability to create strong relationships with students and both state and community organizations.
  • Proven ability to create and manage Word and Excel documents.
  • Excellent networking skills as well as strong interpersonal written and oral communication skills.
  • Or if you do not meet one or more of qualifications listed above but have an applicable combination of education and experience which demonstrates the ability to perform the essential functions of the position.

Preferred Qualifications:

  • Experience with incarceration or knowledge of the prison system.
  • Experience in a community college or with a workforce-related agency or program.
  • Budget management experience.
  • Specific training and/or experience in serving under-resourced and vulnerable populations.
  • Knowledge of and established relationships with support service organizations in Chelan Douglas and Okanogan counties.
  • Experience in website maintenance.
  • Experience creating digital content (such as Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats.
  • Bilingual in Spanish and English.

  • Customer Service: Knowledge of customer service skills and best practices with the ability to provide general and specialized student support with professional courtesy empathy and interest in positive problem solving.
  • Oral communication: Speak clearly and persuasively actively listen and take the time to understand the points being made including asking questions as appropriate and responding to questions.

  • Professionalism: Approach others in a tactful manner react well under pressure treat others with respect and consideration and follow through on commitments. Maintain positive relationships with students partner agencies instructors department staff and employees in other units.
  • Problem solving: Ability to assess situations and think beyond the immediate issue to anticipate and fulfill future needs before they become complications.
  • Technical/computer skills: High level of proficiency and accuracy in Microsoft Office; familiarity with Canvas PeopleSoft and other college systems; ability to be cross trained to provide basic technical support.
  • Student services: Knowledge of college processes such as admissions enrollment and financial aid; ability to be cross trained to provide student services support.
  • FERPA: Maintain a high level of confidentiality and follow FERPA guidelines.
  • Diversity equity and inclusion: Demonstrated competency and experience working in a diverse academic environment inclusive of students faculty and staff of varying social economic cultural ideological gender and racial/ethnic backgrounds and those with physical emotional and/or learning disabilities.

Additional Information

Terms of Employment:

This is a full-time professional overtime-eligible exempt grant-funded position contracted on an annual basis contingent upon continued grant funding each year.

This position is designed to fulfill in part a contract awarded by the Washington State Board of Community and Technical Colleges (SBCTC) to operate a correctional education program in accordance with an interagency agreement with the department of corrections (DOC). Wenatchee Valley College and its employees working in re-entry are expected to follow all DOC policies technology and other security requirements follow DOC Operational Memoranda and comply with the DOC directives.

The starting salary hiring range for this position is $56650 to $62504. Individual placement within the hiring range is based on the candidates current experience education skills and abilities related to the position. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year.

  • Normal work hours are Monday through Friday 8:00 a.m.-5 p.m. (1 hour lunch).
  • Work is performed on campus in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work may be required.
  • Regular and consistent attendance required.
  • In-district travel and travel to mandatory meetings with SBCTC and/or DOC will be required.
