Job Summary

General Definition Of Work

Under the supervision of the Director II - Student Support Services the Hearing Officer serves as the districts lead authority for student discipline hearings ensuring fair consistent and legally sound decision-making aligned to the Code of Conduct VDOE regulations and due process requirements. This role safeguards student rights while maintaining safe orderly learning environments.

The Hearing Officer leads formal disciplinary hearings reviews evidence issues written determinations and collaborates with school administrators families and district leaders to ensure outcomes are restorative equitable and compliant with state and federal law.

Essential Functions

Disciplinary Hearings & Due Process

  • Conducts formal student discipline hearings (long-term suspensions expulsions alternative placements).
  • Ensures all hearings follow procedural due process and district policy.
  • Reviews disciplinary referrals incident reports witness statements and evidence.
  • Facilitates fair unbiased hearings for students and families.
  • Issues written determinations with findings of fact rationale and consequences.

Policy & Compliance

  • Interprets and applies district Code of Conduct VDOE discipline regulations IDEA Section 504 and civil rights requirements.
  • Ensures disciplinary decisions comply with manifestation determination reviews (MDRs) and special education protections.
  • Monitors trends for disproportionality and equity concerns.

Student Support & Re-Engagement

  • Collaborates with the Alternative Suspension Program Collaborative Student Support Teams school administrators social workers and counselors.
  • Ensures students removed from school receive instructional continuity and behavioral supports.
  • Develops re-entry plans and recommends restorative practices and intervention pathways to include interviewing students transferring into DPS for re-enrollment from detention homes alternative discipline programs and juvenile justice programs to determine appropriate services.

Collaboration & Advisory

  • Serves as discipline advisor to principals assistant principals and Student Services leadership.
  • Provides guidance on appropriate disciplinary responses and documentation standards.
  • Participates in CSST meetings and district discipline reviews as needed.

Documentation & Reporting

  • Maintains accurate records of hearings outcomes and appeals.
  • Produces monthly discipline trend reports equity audits and compliance summaries.
  • Supports board and leadership reporting as requested.

Training & Capacity Building

  • Trains administrators on hearing procedures documentation expectations and legal compliance.
  • Develops discipline toolkits templates and decision trees.
  • Supports district-wide consistency in discipline practices.
  • Works collaboratively with school administrators to coordinate training to improve school climate and student behavior (i.e. Restorative Justice and ACE)

Required Qualifications

  • Masters degree in Education Educational Leadership School Administration Law or a related field.
  • Valid Virginia administrative license preferred.
  • Minimum of five years of teaching experience.
  • Minimum of three years of experience in school/district administration student discipline or student support services.
  • Demonstrated knowledge of VDOE discipline regulations IDEA Section 504 and due process requirements.

Preferred Qualifications

  • Experience serving as an assistant principal dean of students or discipline coordinator.
  • Training in restorative practices and trauma-informed care.
  • Experience working in urban or high-needs districts.
  • Data analysis experience related to discipline trends and equity monitoring.

Physical Conditions and Work Contacts

  • Work is primarily performed in an office setting. The position requires regular coordination and collaboration with school administrators and district staff.
  • Occasional department needs may require work beyond normal business hours.
  • The role involves periodic walking and limited physical activity including light lifting of materials weighing up to 25 pounds.

Terms of Employment

Twelve-month (260-day) contract; minimum of eight hours per day. Additional hours may be required based on departmental needs.

Evaluation

Performance will be evaluated annually by the Director II Student Support Services based on the effectiveness with which the employee fulfills the responsibilities and expectations outlined for this position.
