Job Summary:

Responsible for the oversight of Eligibility Policy Training and Hearings. This position provides leadership management and oversight of the hiring performance and discipline of multiple direct and indirect position is responsible for researching interpreting and applying complex rules policies and regulations related to Eligibility Policy Eligibility Hearings and Provider Enrollment Policy. This position is responsible for oversight of needs-analysis and evaluation of training applications and training content for DMPS and has final sign off on DES Medicaid and CHIP training materials.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Major duties and responsibilities include but are not limited to:
Management oversight the Office of Eligibility Policy who are responsible for federal/state policy analysis policy clarification responses updates to the policy manual for policy procedures processes forms and supporting materials. Act as the final authority to implement guidelines and policies.
Management oversight to training and development who are responsible for needs analysis and providing training facilitation. Act as final authority in the development and revision to training materials and announcements and some procedural documentation
Management oversight of agencys eligibility hearing process and unit. Set program goals objectives and strategies related to eligibility hearings. Implementation of related policies procedures and processes related to eligibility hearings.
Facilitate and champion the AMS process LEAN within the unit. Resolve employee relations issues hiring discipline employee evaluations and day-to-day operations.
Administrator duties include delegating work monitoring the outcome of assignments and supporting the DMPS Vision and Values. Meet with staff individually or in groups to discuss goals objectives implementation plans problem identification root cause analysis and corrective actions.
Coordinate and communicate with DMPS Senior Management and AHCCCS Leadership to comply with federal and state laws and provide research when necessary.

Knowledge Skills & Abilities (KSAs):

Knowledge of:
Federal and State statutes rules and regulations for all Medicaid and CHIP programs and Provider Enrollment.
Automated system principles and processes related to eligibility determinations medical assessment and management reporting.
Leadership styles and practices.
State personnel rules.
Systems: Health-e-Arizona PLUS and AHCCCS Prepaid Medical Management Information System (PMMIS).
Business management principles and project management concepts and ideas.
Technology uses including work-flow management.
Quality control quality assurance and corrective action principles and practices
AHCCCS policy and procedures and Administrative Rules and Regulations regarding the Administration of all unique categories of health program eligibility enrollment covered services and excluded services.

Selective Preference(s):

Arizona Drivers License

Minimum: Four years professional experience related to health programs appropriate to the assignment which included program planning or administration; a Masters degree in a field appropriate to the assignment may substitute for one year of the required experience.

Preferred: Undergraduate education involving organization development business health care or public administration or equivalent work experience; 3 years managerial experience including 2 at a manager level directing a multiple unit complex organization; and strategic planning.

Pre-Employment Requirements:

Successfully pass fingerprint background check prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R.12.)
