The Estimator is responsible for preparing accurate timely and competitive cost estimates for heavy civil and utility service projects with a primary focus on water and wastewater infrastructure. This role supports RMSSs service-driven fast-response operating model by translating scope field conditions and production assumptions into reliable bids and project budgets. The Estimator partners closely with Operations Project Managers and field teams to support successful project execution from pre-bid through handoff.
Key Responsibilities
Essential Duties and Responsibilities:
Prepare detailed cost estimates for utility-focused heavy civil and service projects including labor materials equipment and subcontracted work.
Review work requests drawings and scopes to validate constructability quantities and production assumptions.
Develop estimates using HCSS HeavyBid ensuring accurate cost structure assemblies and pricing logic.
Maintain and update cost keys price masters and historical data to support consistent and accurate estimating.
Analyze cost drivers and identify opportunities to improve efficiency margin and resource utilization.
Review and validate vendor pricing and subcontractor quotes for competitiveness and scope alignment.
Transfer awarded estimates into HCSS HeavyJob to support job setup budgeting and ongoing cost control.
Support the Operations Manager and Project Managers by identifying potential risks assumptions and mitigation strategies during preconstruction.
Prepare and distribute estimate summaries cost analyses and supporting documentation to internal stakeholders.
Assist with pre-construction deliverables including bid packages scopes of work and project handoff documentation.
Support proposal and bid submissions by attending pre-bid meetings reviewing requirements and providing estimating input.
Collaborate with field personnel to validate production rates methods and real-world constraints particularly for service and short-cycle work.
Maintain professional knowledge of industry trends materials and estimating best practices.
Perform additional duties as assigned to support operational priorities and business objectives.
Skills Knowledge and Expertise
Preferred Qualifications:
High school diploma required; associate or bachelors degree in Construction Management Civil Engineering or a related field preferred or equivalent field-based experience.
Experience estimating utility-focused heavy civil or service-oriented construction work.
Working knowledge of pipe materials valves fittings and water/wastewater utility systems.
Familiarity with construction drawings specifications and scopes of work.
Experience working in fast-paced environments with short estimating cycles.
Proficiency in Excel and estimating software; HCSS HeavyBid/HeavyJob experience strongly preferred.
Strong communication organization and time-management skills.
Skills and Competencies:
Strong analytical and mathematical reasoning.
High attention to detail with the ability to meet tight deadlines.
Ability to interpret drawings scopes and field conditions accurately.
