Position Overview
The Information Systems (IS) Manager oversees the librarys portfolio of business digital and web-based systems that support public services internal operations and organizational decision-making. This position leads the planning implementation maintenance and continuous improvement of enterprise applications web platforms integrations and data workflows.
The IS Manager collaborates with departments across the system to understand needs translate them into technology solutions and ensure that systems are reliable usable and aligned with the librarys strategic goals. This role also provides leadership for the librarys web presence ensuring an accessible user-centered digital experience.
Essential Functions
- Oversee the librarys web presence including the content management system digital content governance accessibility compliance usability and analytics-driven improvements.
- Manage the Librarys portfolio of enterprise and business systems including configuration upgrades enhancements testing and lifecycle planning.
- Lead systems integrations and data workflows across platforms ensuring data integrity security documentation and effective use of APIs or other integration tools.
- Develop and implement web governance policies including content standards and accessibility compliance (WCAG/ADA)
- Collaborate with departments across the organization to assess needs streamline workflows and implement technology solutions that support both staff operations and public services.
- Provide technical support user training and documentation for assigned systems and web platforms.
- Manage Information Systems projects including planning timelines budgets stakeholder communication and vendor relationships.
- Coordinate analytics for websites enterprise and internal systems using insights to support strategic planning of digital systems aligned with organizational goals
- Hires trains supervises and evaluates the staff on the Information Systems team
Non-Essential Functions
- Attends necessary committees meetings and check-ins to facilitate staff collaboration and project coordination
- Provides technical support to other departments and branches for Library Systems and website related issues and services
- Updates job knowledge by participating in educational opportunities reading professional publications maintaining personal networks and participating in professional organizations
Education and Experience
- Bachelors degree in Information Systems Computer Science Web/Digital Design or a related field; or equivalent combination of education and experience - Required
- 4 years of experience administering enterprise systems web platforms or digital technologies - Required
- Team management and/or IS project management experience - Preferred

Addtionally this position requires:
- Strong understanding of WCAG accessibility standards and their application to websites and digital services
- Strong understanding of full stack development (Windows/Linux Apache MySQL and PHP).
- Strong understanding of Linux server and PHP programming language including object oriented concepts pertaining to PHP 5.6 and higher.
- Strong working knowledge of Microsoft 365 including its core productivity and collaboration applications.
- Experience with project management and project management approaches.
- Strong understanding of content management systems (CMS) preferably Drupal.
- Basic skills with Git version control and deployment.
- Strong understanding of HTML JavaScript JavaScript Libraries CSS jQuery and JavaScript frameworks (React/Angular).

MVR Requirement
- Possession of a valid drivers license for use in carrying out the duties of this position including transportation of materials and equipment (mileage reimbursed)
- Works primarily indoors with prolonged periods of sitting at a desk working on a computer and must have a reasonable tolerance for dust mold scents allergens and communicable diseases which enables the employee to handle library materials work in older buildings and interact with coworkers and the public.
