SGI is seeking a Program Manager to support the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) under the Worldwide Third Party Contract (WTPC) Blanket Purchase Agreement. The WTPC BPA provides professional and administrative support services to INL programs worldwide supporting U.S. foreign assistance efforts related to international narcotics control law enforcement rule of law and criminal justice sector development. The Program Manager serves as the primary point of contact with INL and is responsible for overall contract execution personnel management and compliance across all BPA Calls.

Responsibilities
- Serve as the contractors primary point of contact with INL for all technical and administrative matters related to the BPA and BPA Calls
- Supervise all third-party contractor personnel supporting the contract and ensure personnel understand and comply with all duties policies terms and conditions of the BPA
- Manage and resolve contract and BPA Call issues and attend all required meetings with Government stakeholders
- Maintain staffing levels of 95 percent or higher at all times
- Ensure required security clearances are achieved at a rate of at least 95 percent
- Respond to Contracting Officer communications within eight business hours and maintain continuous coordination with the CO and COR
- Accurately track and report staffing levels in weekly monthly and annual reports
- Oversee all onboarding activities including submission of Visit Authorization Requests coordination of the badging process security briefings and first-day logistics with the CO COR and on-site supervisors
- Manage all offboarding activities including VAR cancellations and the collection and return of all government-furnished equipment and badges
- Ensure all contract deliverables are submitted on time and meet Government requirements
- Handle contractor and subcontractor personnel issues promptly and effectively
- Hold and maintain all appropriate business licenses and ensure compliance with applicable country labor laws
- Initiate travel requests to Washington DC within one business day when required
- Ensure appropriate work visas for contractor and subcontractor personnel
- Be available on a 24/7 basis to support contractor travel and resolve travel-related issues
Qualifications
- U.S. Citizen.
- Active Secret security clearance.
- Bachelors degree from an accredited college or university.
- Minimum of ten years of project or program management experience.
- Minimum of ten years of experience managing U.S. Government contracts providing professional and administrative support services.
- Ability to act with full authority on behalf of the contractor as designated Key Personnel.
- Strong organizational and interpersonal skills with excellent written and oral communication abilities.
