The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado including hospitals clinics ambulatory surgical facilities renal dialysis centers
emergency medical services providers designated and non-designated trauma centers long term care facilities and many other specific types of healthcare services. The division licenses certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state. This position oversees and is responsible for the Complaints Section the Occurrences and POCs/Revisits Section and the Academy program.


Summary of Position:
The Complaints Compliance Academy and Workforce Development Branch Chief provides strategic leadership and operational oversight for the branch responsible for managing healthcare facility complaints ensuring regulatory compliance and advancing workforce capability. This position directs complaint intake and investigation processes
interprets and applies state and federal regulations and leads the inspector academy and workforce development initiatives to strengthen recruitment training and retention. The Branch Chief ensures consistent high-quality regulatory practice statewide and builds a skilled resilient workforce to support the Divisions mission of protecting health and safety through effective oversight.

MINIMUM QUALIFICATIONS:

Experience Only:

Ten (10) years of relevant experience in an occupation related to the work assigned to this position:
Seven (7) or more years of progressively responsible professional experience in one or more of the following areas: Regulatory compliance licensing certification or oversight within healthcare public health emergency medical services human services or a comparable regulated environment. Complaint intake investigation enforcement corrective action or compliance monitoring including interpretation and application of statutes rules and policy. Workforce development training program management or organizational learning including curriculum development competency-based training onboarding programs and professional development initiatives. Program or operational leadership within a public sector healthcare or regulatory organization including responsibility for policy implementation performance management and continuous improvement.


AND


At least three (3) years of supervisory or managerial experience is required including direct oversight of professional staff team leads or managers. Experience must include responsibility for: Staff performance management coaching and professional development Budget oversight workload prioritization or resource allocation Cross-functional coordination with internal and external stakeholders


OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to ten (10) years such as a bachelors degree from an accredited institution in Public Health Health Administration Public Administration Organizational Leadership Human Services or a closely related field is required and six (6) years of the same experience described above.
A masters degree in Public Health (MPH) Health Administration (MHA) Public Administration (MPA) Organizational Development Adult Education or a related discipline is highly preferred and an additional four (4) years of the same experience described above.

  • Office hours are typically Monday through Friday from 8am to 5pm. Extended hours during the evening or the weekend MAY be required by business needs.

  • A remote (home) office is required.

  • 15% travel required within the State of Colorado.

  • Bachelors degree in a relevant field such as Public Health Health Administration Nursing Public Administration Business Administration with healthcare/regulatory experience.
  • Healthcare regulatory experience experience working in health facility licensure and certification survey inspection or compliance programs quality assurance enforcement or complaints investigations.
  • Familiarity with state statutes administrative rules and federal CMS regulations.
  • Progressive leadership experience (5-7 years) supervising professional staff experience assigning work coaching performance and addressing employee relations issues experience leading through organizational or regulatory changes.
  • Must be proficient in word processing and able to use current communication technology to connect to the office from the field.
  • May be required to work occasional evening night weekend or holidays depending upon circumstances of survey or complaint.
  • Must obtain an influenza shot annually prior to the onset of the flu season or wear a mask while on facility/agency premises.
  • Must work in environments where contagious diseases may be present.
  • Must perform annual fit testing for N-95 masks as well as complete annual training on donning and doffing of personal protective equipment (PPE).
  • May be required to work occasional evening night weekend or holidays depending upon circumstances of survey or complaint.
  • Must be able to lift and carry up to 10-15 lbs. of equipment for extended periods of time.
  • Must be able to walk or stand for extended periods of time including walking up and down multiple flights of stairs.
  • Must be able to hold a tablet computer in a standing position.
  • Once employed in this position must successfully complete and apply all required surveyor training(unless training is unavailable) within the first six (6) months of service.
  • Requires the use and operation of state fleet vehicles.
Preferred Qualifications:
  • Relevant years of State service shall be considered as a preferred qualification if the Appointing Authority determines that it is relevant to the overall merit and fitness for the position to be used to determine the top candidates on the referral list.

  • Experience serving in a senior leadership or branch-level role within a complex multi-program organization.

  • Demonstrated success leading organizational change program redesign or workforce transformation efforts.

  • Experience integrating complaints compliance and training functions to improve quality consistency and accountability.

  • Familiarity with state or federal regulatory frameworks including administrative rules audits corrective action processes and continuous quality improvement models.

  • Experience developing or overseeing academy-style training programs mentoring frameworks or career progression pathways
